- NA The Defense Contracting Command-Washington (DCC-W), on behalf of the U.S. Army Community and Family Support Center (CFSM-MS), intends to negotiate a requirements contract with a staffing agency that can best demonstrate the ability to meet the needs of Arm y spouses throughout the world, which shall include: 1) providing a national program manager to facilitate overall program coordination; coordinating efforts with CFSC and facilitating the development of job portability procedures, and coordinating effort s with local and regional business units and councils in securing agreement to participate in the job portability program; 2) providing a local/regional point of contact at each target geographic location, coordinating with the CFSC local/regional ER Mana ger regarding job availability and application procedures, and coordination which may include an orientation to local operations and occupational categories and skill requirements for which applicants are sought; 3) developing pilot test sites for impleme nting agreement; providing training for spouses; and coordinating with all parties to facilitate an avenue for electronic posting of job availability that will be accessible to the spouse population; 4) consideration of all qualified participating spouses for employment in available job openings; providing for maintenance of job tenure in the system when spouse employees relocate with their Army sponsor to another operating location; and when warranted, giving spouse employees priority consideration for jo b in the location to which they transfer; and, 5) maintaining a statistical database for spouses transferred to alternate operating locations and providing marketing to ensure widespread knowledge of the program. The length of the contract is one base ye ar with two one-year option periods. Proposals will be accepted via e-mail only; no telephone calls will be accepted. Release of RFP on/about August 15, 2002.
