- NA This is a combined synopsis/solicitation for the purchase of a commercial item prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, as supplemented with additional information included in this notice. This anno uncement constitutes the only solicitation, quotations are being requested and written solicitation will not be issued. This solicitation is issued under Request For Proposals (RFP) number DAHA13-02-R-0002. All quotes shall reference the RFP number and s hall be submitted by 4:30 P.M. local time on 16 Aug 2002. The anticipated award date is 23 Aug 2002, with a proposed performance period of 90 days. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquis ition Circular FAC 2001-03. This solicitation is issued under Full and Open Competition. The North American Industry Classification system code (NAICS) 811310 size standard $6.0. The Iowa National Guard wishes to procure services and parts for the rebuil d and conversion of 9 (nine) 8V92TA diesel engines from version 2 to version 3. The work to be accomplished is as follows: 1. To provide Genuine Detroit Diesel Recon Parts (or equal)to the following at a minimum: turbocharger, cylinder heads, injectors, connecting rods, water pump, fuel pump, and blower. 2. To provide all new Genuine Detroit Diesel (or equal) gaskets and seals, rod bearings, and cam bearings at a minimum. 3. To provide labor and parts to rebuild 9 engines to include dyno testing for t hese engines. 4. Provide dyno run sheet to NMTC for each engine. 5. To provide oil analysis test results on each engine to the NMTC. 6. To provide changeover Prestolite alternator P/N N1228-1 (or equal) for each engine. 7. To provide labor and parts to rebuild the starters. 8. To provide new Genuine Detroit Diesel liner kits (or equal). The liner kits will meet or exceed original manufacture specifications. The kit will consist of the following: 1ea cylinder liner, 2ea cylinder liner seals, 1ea pi ston crown, 1ea piston skirt, 1ea piston pin bushing, 1ea piston pin assembly, 2ea piston pin retainers, 1ea piston seal, 1ea fire ring, 1ea compression ring, 4ea expander rings. 9. To provide parts and labor to rebuild the air compressors on these engine s. 10. All re-used parts i.e. crankshaft, camshaft, connecting rods, ect. must meet manufacturers minimum standards. 11. The vendor will provide a 6-month warranty at a minimum for all the repaired engines. 12. The vendor will provide training on the disassembly, inspection, repair, and assembly of 3ea of these engines to NMTC personnel during the repair of the engines. 13. The NMTC will provide the DDEC III changeover kits to the selected vendors. 13. NMTC will mount the alternators on the engine s when they are returned from the vendor. Delivery and acceptance requirements: Vendor will pick up and deliver these engines to NMTC BLDG S-4 located at 7700 N.W. Beaver Drive, Camp Dodge, Johnston, IA 50131. FOB Destination. Solicitation provision at F AR 52.212-1, Instructions to Offerors?Commercial Items (OCT 2000) is hereby incorporated by reference. In accordance with the solicitation provision 52.212-2, Instructions to Offerors ? Commercial Items (Jan 1999) the Government will award a contract resu lting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous representing the best value to the Government price and other factors considered. The technical factors used to evaluate offers wi ll be the ability to meet or exceed performance period, and past performance. The technical factors will be rated higher than the cost factors. The vendor shall identify the number of days it will take to complete the work, failure to identify the number of days will indicate acceptance of the performance period of 90 days. Past performance will be evaluated as follows: Evaluation of past performance shall be ba sed on information provided by the offerors and any other information the Government may obtain by following up on the information provided by the offerors and/or through other sources (i.e. offerors performance on previously awarded contracts and/or contr acts with other Government entities). The offeror must identify three Federal, State or local Government and private contracts for which the offeror has supplied similar services to those identified in this solicitation. References should include the mos t recent contracts completed within the last five years. The offeror shall provide a point of contact, current telephone numbers and fax numbers for each contract. Offerors shall address each evaluation factor stated above, failure to address any item ma y cause the offerors proposal to be rejected. Offerors are reminded to include a completed copy of provision at FAR 52.212-3 I, Offeror Representations and Certifications?Commercial Items Alternate I, with their proposal.
