- NA (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposa ls/bids are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). (ii) The solicitation number is DAAD17-02-R-0027. (iii) The solicitation document and incorporated provisions and clau ses are those in effect through Federal Acquisition Circular (FAC) 97-27. (iv) This is not a small business set-aside. (v) The following is the contract line item number and items, quantities and units of measure: CLIN NO. DESCRIPTION QUANTITY UNIT 0001 Atomic Force Microscope System 1 EACH (vi) Description of requirements: The above item is being solicited per the below specifications. Pricing shall be required for all items as identified. The specifications are as follows: Specs for the Atomic Force Microscope (AFM): 1. The Scanning Tip AFM must accept samples of any size and mass. 2. The Scanning Tip AFM must be able to go onto an inverted light microscope with kinematic mounting and also be available for stand alone AFM experiments 3. The Scanning Tip AFM must be capable of contact, non-contact and near-contact in air and liquids. 4. The Scanning Tip AFM must use Light Lever Scanning Tip Technology with magnetic pre-mounted and pre-aligned cantilevers. 5. The AFM head must have integrated 45? optics. 6. The AFM must be capable of scanning tip STM. 7. The operating system must be Microsoft Windows NT compatible with existing Windows software such as Word and Excel. 8. The SPM Electronics shall be a multi-DAC system for full 16 bit resolution in all dimensions at any scan size or offset. 9. All long-range scanners (100 ?m x 100 ?m) shall be tripod scanners and must have closed loop scan linearization embedded in the scanners in all dimensions. This gives you the lowest z bow in the industry and the highest resonance frequency. This allows for accurate measurements even in delicate applications. Long-range tube scanners have irregular z bow making reliable measurements a guess. 10. The system must be fully data compatible with a commercially available NSOM (near-field optical microscope) with fiber optic technology with at least 125 systems in the field. 11. The system must be able to do single step zoom from 100 ?m to 4 ?m in a single step and at any offset and be able to scan the zoom region in any direction. 12. Single monitor operation. All information needed to run the instrument or to analyze the data is displayed on one conveniently located monitor. This saves space. 13. The AFM system must be able to be upgradeable to do ?TA or SThM (Scanning Thermal Microscopy). 14. The AFM system must be able to accept a SuperTranslator piezo computer driven 7 mm x, y translator stage. 15. Magnetic force microscopy, scanning electrical potential microscopy capable. (vii) Delivery is required 8 weeks after award of contract. Offerors may propose alternative delivery date. Delivery shall be made to US Army Research Laboratory, ATTN: Shipping and Receiving, 2800 Powder Mill Rd Adephi, MD 20783-1197. Acceptance shall be performed at US Army Research Laboratory, 2800 Powder Mill Rd Adephi, MD 20783-1197. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The following agenda h ave been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a ) of that provision are as follows: Technical, past performance and price. Technical and past performance are of equal importance and when combined are more important than price. The technical evaluation will be a determination as to whether the proposed product meets the technical specifications listed in (vi) above based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient infor mation is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the technical requirements. If t he vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past perf ormance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the ability of the items to meet technical specifications as advertised b y the offeror, past record of meeting delivery schedules and service/maintenance reputation. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. (x) Offerors shall include a c ompleted copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications - with its offer. (xi) The clause at FAR 52.212-4 applies to this acquisition . The following agenda have been attached to the clause: None. (xii) The clause at FAR 52.212-5 applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: FAR 52.203-6, FAR 52.219.8, FAR 52.222-21, FAR 52.222 -26, FAR 52.222-35, FAR 52.222-36, FAR 52.225-1, FAR 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition. (xiii) The following additional contract terms and conditions apply: FAR 52.232-18. DFARS 252.212-7000, 252-212-7001, the following DFARS clauses sited in these clauses are applicable: DFARS 252.205-7000, DFARS 252.225-7007, DFARS 252-225-7012, DFARS 252.225-7014, DFARS 252.227-7015, DFARS 252.227-7037. A minimum one-year warranty on parts and workmanship i s required. Clauses and provisions can be obtained at http://www.arnet.gov. (xiv) This acquisition is rated under the Defense Priorities and Allocations System (DPAS) as DOC9E.
