Description
NA The Army Environmental Policy Institute intends to negotiate with Natural Strategies , Oakland CA as the only source that can provide the technical support and respond to the overarching purpose of this action order which is to explore the strategic applic ation of ecological footprint analysis (EFA) and environmental management systems (EMS) in support of a transformation to sustainable installations and operations within the U.S. Army. It is intended to demonstrate and validate a ?proof of principle? ? i.e . the efficacy of integrating sustainability as the ?compass? for EMS, as well as applying EFA to guide strategic planning and investments. Specifically, this action order focuses on how best to implement ISO 14001 EMS standards in support of the sustainab le installations concept, and applies EFA to identify opportunities for strategic investment (asking, for example, which installation components and/or activities have the greatest ?footprint? and which may provide the greatest opportunity for improvement) , while also providing a composite indicator whereby the U.S. Army can track progress over time. Furthermore, this purchase order provides training opportunities and practical experiences for Army personnel on the application of leading analytical approach es and management systems to identify environmental aspects and impacts that may prove significant enough to warrant management action and continual improvement to facilitate an evolution or transformation to more sustainable installations and operations.
