Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in 12.6 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written soliciatation will not be issued. This solicitation is issued as a Request for Quotes (RFQ) number 02SQ6A0066. All quotes to reference this RFQ number and shall be submitted by 4 pm, local time on 8-15-2002. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This solicitation is set-aside for small business concerns, However, in the event we receive fewer than 2 quotes from small business concerns, the government reserves the right to award to a large business. NAICS code is 333314. The small business size is 500 employees. The following line items must be manfactured by FLIR model number E2 with the following options: 1. Radiometric Focal Plane Array (FPA), uncooled microbolometer 2. Operate in the long wave spectrum (7.5 to 13 um) 3. Scan at the standard video rate of 60 Hz 4. Measure from -20 C to at least 250 C (-4 F to at least 482 F) 5. Accuracy must be a minimum of +/- 2 C or +/- 2 percent of reading 6. Thermal sensitivity (NETD) must be .12 C or better at 30 C and a scan rate of 60 Hz 7. Camera must have emissivity and background reflected temperature inputs 8. Ability to optimize image automatically 9. System must have a laser locator to quickly associated the hot spot on the IR image for exact location of the problem 10. The camera must be a minimum of 14 bits 11. Capable of storing standard JPEG image, that can be loaded directly into Windows programs 12. Capable of storing 50 or more images directly to an internal memory 13. Capable of downloading the images directly into a PC via a USB cable 14. Include software to transfer images via a USB cable directly to a laptop or desktop computer 15. LCD color viewfinder 2.5 inches or better 16. System should operate at least 1.5 hours on a single battery charge with an optional battery charger that is capable of charging at lease 2 batterys at a time 17. Weigh less than 2 lbs. As used in the field (including battery) 18. Be environmentally sealed and suitable for harsh environments with an IP54 enclosure rating. Rated at lease for a 25G-shock, operate from -15 C to +45 C (5 F to 113 F). A movable spot with a minimum focus distance of 9 inches and an area box with min,max and average temperature readings with multiple color palettes 19. Able to freeze image and do temperature measurement away from the targe, with Isotherm mode to detect temperatures in a selectable range 20. Interchangable lense to measure a 1 inch object at a distance of at least 30 feet (2 each) 21. Shipping/carrying case/protector. Operators manual, 1 year warranty, parts and labor, training for the operation of the camera 22. Isotherm mode to detect temperatures in a selectable range NO SUBSTITUTIONS. This is a small business set-aside under simplified acquisition procedures. The deciding factor on this RFQ will be low price. Delivery date shall be 9-30-2002.
