Description
The Space and Naval Warfare Systems Command (SPAWAR), PMW-179, intends to negotiate, on a sole source basis, a contract modification with Titan Systems Corporation, 3033 Science Park Road, San Diego, CA 92121 that will expand the scope of contract N00039-00-C-3204. With this modification, the scope of work under contract N00039-00-C-3204 will be expanded to include a software upgrade to the Miniaturized Demand Assigned Multiple Access (Mini-DAMA) Communications Set to implement the latest UHF 25-kHz TDMA/DAMA SATCOM technology (MIL-STD 188-183A), data control mode (MIL-STD 188-184, 184A) and Mini-DAMA Visual Interface (MDVI). Titan Systems is the only known source with the technical data and expertise to perform this software upgrade on the MINI-DAMA terminal. The software upgrade will provide additional functionality and capabilities to the MINI-DAMA terminal. Among these upgrades are substantial increases of the achievable data rates for UHF SATCOM and the addition of a data control, which provides data compression, packet communications, and adaptive error correction processing. In addition, these upgrades will provide for an improved uplink path, assured UHF coverage at higher data rates and maximize use of channel bandwidth for improved performance at lower data rates. These Mini-DAMA software upgrades meet the baseline IT-21 requirements and assure compatibility with incoming systems such as DMR and JTRS. SPAWAR anticipates the work under this modification will be on a firm-fixed price basis with a period of performance of one (1) year. The contractor will be required to demonstrate efforts to provide subcontracting opportunities for small businesses. The Government is not soliciting proposals in response to this synopsis. It is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in it's continued review of the requirement.
