Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 02Q-140 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 01-07. This requirement is a 100% small business set-aside. The NAICS code is: 561790 and the small business size standard is $6.0 million. The Government intends to award a firm fixed-price contract. The Government intends to negotiate for the following service: Maintenance, Service and Inspection and Emergency Services for a 250,000 gallon, water, safety, training tank for the FY 2003 period of, October 1, 2002 thru September 30, 2003 in accordance to the attached Statement of Work. Services Description: Line Item 001: (12 months Course) Twice weekly maintenance & inspections. Preferably on Tuesdays and Fridays. Line Item 002: (20 Hours) Emergency Service Calls during regular business hours. Monday thru Friday from 8:00 AM to 5:00 PM. Line Item 003: (10 Hrs.) Emergency Service Calls during Off hours. Monday thru Friday from 5:00PM to 8:00 AM. And Saturdays from 8:00AM to Midnight. Line Item 004: (5 Hrs.) Emergency Service Calls. Sundays and Federal Holidays from 12:00 AM to 12:00 PM. Line Item 005: Option Year FY 2004 or Oct. 1, 2003 thru Sept. 30, 2004. Line Item 006: Option Year FY 2005 or Oct. 1, 2004 thru Sept. 30, 2005. Line Item 007: Option Year FY 2006 or Oct. 1, 2005 thru Sept. 30, 2006. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items: There are no addenda to the provision. 52.212-2, Evaluation-Commercial items; 52.212-2, is not applicable to this solicitation. Offerors are advised to include a completed copy of the provision at 52.212-3, Offer Representations and Certifications- Commercial Items with its offer. 52.212-4, Contract Terms and Conditions- Commercial Items, applies. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. Quotations must contain pricing for the line items plus complete specifications for any equal of better product to allow evaluation of quotes. Please note: All responsible offerors shall forward quote via FAX (202) 406-6801 or email: ntsai@usss.treas.gov no later than 3:00 PM on Friday, August 2, 2002. The Government will NOT be responsible for any costs accrued by the vendor in preparation of answering this solicitation. STATEMENT OF WORK: 1. General - The Water Safety Training Tank at the James J. Rowley Training Center is a 250,000 gallon, welded aluminum swimming pool used for water safety and rescue training. This facility has a 600 sq. ft. vacuum filtration system, which utilizes a cellulose, diatomaceous earth substitute as a filter medium. Liquid sodium hypochlorite, muriatic acid, and other standard pool chemicals are used to maintain water balance. 2. Work to be Done - Regularly scheduled maintenance to be performed on the pool and filter room includes, but is not limited to: A) Brush and vacuum pool, including gutter (as needed): B) Check and service all equipment in filter room (each visit): C) Check and record reading on all gauges (each visit): D) Wash filter and replace filter medium (as needed): E) Test & Balance the water (each visit): F) Inspect crawl space around pool (semi-annually): G) Maintain maintenance log (each visit). 3. Certification - Individuals maintaining the water chemistry must be certified pool operators (CPO). 4. Materials Furnished - Contractor will provide all chemicals needed to maintain proper water balance and cleanliness of tank and filter room equipment. A supply of chemicals should be stored in the filter room area. A list of each chemical and the amount used should be maintained on a yearly basis. Provide a chemical test kit for water analysis. Contractor shall remove all pool-related trash and ensure the cleanliness of the pool, filter, related equipment, and associated floors during all maintenance visits. All work shall conform to standards and practices of the National Spa and Pool Institute (NSPI), the national Swimming Pool Foundation (NSPF), and all other applicable Federal, state and municipal regulations and ordinances. 5. Scheduling - Two visits per week are required, preferably on Tuesday and Friday but in such a manner as to not interfere with on-going aquatic activities of the U.S. Secret Service Water Safety Program. 6. Contractor shall supply, remove and replace burned out pool lights and fixtures when needed. 7. Contractor shall provide 24-Hr. priority emergency repair service that includes labor and materials for values on surge tank and any repair not listed as general maintenance. The contractor shall respond to the United States Secret Service, James J. Rowley Training Center within 1 business day to start the repair.
