- This acquisition is being conducted under the guidelines as set forth using Simplified Acquisition Procedures (SAP). This is a Request for Quotation for commercial services prepared in accordance with Far 13.106-1 (a). The quotation will be available after 31 Jul 2002. Request for this quotation must be submitted in writing via, fax or email no phone calls will be accepted. Request for Quotation Reference number: EXIM-02-Q0022. This acquisition is under NAICS 611430 SIC Code 8299, size standard $6 million. The Export-Import Bank of the US, Washington DC. 20571, intends to award a competitive purchase order in accordance with FAR 6.203, to conduct training for Contracting Officer's Technical Representative (COTR), COTR Refresher, Market Survey and Performance Based Statement of Work. The place of performance is the Export Import Bank of the United States, 811 Vermont Avenue, NW. Suite 1023, Washington DC 20571. The period of performance for one basic year and two option periods, beginning 1 October 2002 through 30 September 2003. When requesting proposal in writing, be prepared to state name, address and solicitation number. Responses must be in writing via email or fax. NO TELEPHONE RESPONSES WILL BE ACCEPTED. STATEMENT OF OBJECTIVES: Training classes will be held from 9:00 a.m. to 4:00 p.m. unless times need to be adjusted to accommodate course material. Instructor is required to report to the Training Office by 8:15 a.m. on the first day of class and no later than 8:30 a.m. on subsequent days. Note: There may be multiple sessions depending on enrollment. Includes two one-year option periods Contractor shall develop statement of work to cover the following courses: Contracting Officer's Technical Representative (COTR), Performance-based Statement of Work, Market Research and COTR Refresher training. The Technical Evaluation will be based on: 1 Technical Proposal, The degree to which the offeror's overall proposal demonstrates an understanding of and meets the technical requirements of this solicitation. 2. Experience and Past Performance: Offeror's prior experience, key personnel qualifications, and past performance. Responses must be received, in writing, within 15 Calendar Days of publication of this notice. Interested parties must submit sufficient descriptive literature with their response to prove their capability to respond to the requirements. Award will be contingent upon availability of FY03 funding. Discussions will be conducted only if necessary with those sources that are found to be technically acceptable based on their proposal submitted. The Government reserves the right to conduct a down select among offerors and only hold discussions with the Offeror(s) who best meet the solicitation evaluation criteria.
