Description
Research and Development Engineering Services Phase II --- Detailed Market Research Analysis Based on the Center's analysis of responses received from its initial Sources Sought Synopsis issued on March 13, 2002, and our preliminary market survey results, Ames Research Center intends to conduct a Phase II capability analysis of certified 8(a) contractors in order to determine the best acquisition approach for the R & D Engineering Services procurement. Government Intent In an effort to streamline the acquisition process and reduce contractor burden in terms of preparation time and expense, the scope of this analysis will focus on the existing capabilities (e.g. management and technical experience) of certified 8(a) contractors. Information relating to experience gained through prior teaming or other subcontractor arrangements is acceptable. However, since this is not a solicitation, future teaming or other subcontractor arrangements will not be considered relevant to this capability survey. By focusing on validating the capabilities of contractors who can show evidence of their qualifications, as determined by responses to the attached questionnaire, Ames Research Center will finalize its acquisition strategy. In continuation of the original market survey activity, the Government is requesting this Phase II information in order to complete its market research activities. This synopsis is for information and planning purposes and is not to be construed as commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified individually about the outcome of the Government's review of the information provided. Ames Research Center (ARC) reserves the right to select a procurement strategy that best meets the needs of the Government. At the completion of our Phase II market survey activities, NASA will post its procurement strategy through the NASA Acquisition Internet Service (NAIS) web site <A HREF="http://prod.nais.nasa.gov/cgi-bin/nais/index.cgi"> http://prod.nais.nasa.gov/cgi-bin/nais/index.cgi</A> under business opportunities at ARC, entitled "Research and Development Services", dated March 13, 2002. Instructions Interested 8(a) firms are instructed to provide their thorough responses to the following questionnaire. All responses shall be submitted to NASA Ames Research Center, Attention: Mark Lefler, Contracting Officer, Building 213 Room 216, Moffett Field, California 94035-1000 or emailed to "mlefler@mail.arc.nasa.gov". Responses are due NLT August 6, 2002. Responses received after this date may not be considered. Note: The size standard for NAICS code 541330 is $23M in annual revenues, based on a 3-year average. Contractor Capabilities Assessment Questionnaire Introduction The questions that follow are representative of the management and engineering disciplines that directly relate to the capabilities that are necessary to perform the current research and development engineering services and fabrication contract work. The questions are intended to determine a respondent's experience and knowledge as they relate to the qualifications required to staff and manage a highly technical and diverse workforce. General 1. What has been your experience in the following areas: a. Transitioning from an incumbent contractor and achieving full performance with minimal customer impact. b. Managing and staffing projects that involve multi-disciplines (systems engineering, design, fabrication, instrumentation, physical sciences, etc.) c. Managing a large number of tasks (50+) concurrently in a performance-based environment. d. Providing timely cost accounting information (hours, ODC's) for on-going tasks. e. Providing an approved acquisition purchasing system. Relevant Experience 2. Describe your experience and technical expertise for the following: a. Project management and systems engineering. b. Projects involving aeronautics, space, life sciences, and research support. Corporate Resources 3. What corporate resources or company process do you have to acquire specific technical skills that may be required to fulfill specialized task requirements? (e.g., technical experts, specialists, consultants, etc.). Mechanical Engineering 4. What is your experience with the following: a. Mechanical engineering (e.g., machine design, structural analysis, controls, etc.). b. Software packages used to support your mechanical engineering design and analysis activities. Mechanical Testing 5. What is your experience in performing the following: a. Mechanical testing, (e.g., thermal, vibration etc.). b. Selection and testing of instrumentation used to support mechanical testing. c. Designing and fabricating test fixtures to conduct specialized tests. d. Selecting and installing strain gauges and instrumentation for data acquisition, reduction, analysis, and reporting. e. Testing of instrumentation such as accelerometers, pressure transducers, inclinometers, rate gyros, temperature sensors, microphones, load cells and strain-gaged structures. Electrical/Electronics Engineering 6. What is your experience with the following: a. Electrical/electronic engineering, both analog and digital. b. Electrical/electronic engineering design and analysis software. Mechanical Fabrication 7. What is your experience with the following: a. Mechanical fabrication (e.g., machining, sheetmetal, composites, etc.). b. CAD/CAM software packages. Electronic Fabrication 8. What is your experience with the following: a. Electronic fabrication, (e.g., soldiering, wiring, printed circuit boards, etc.). Additional Information 9. Contractors are encouraged to describe 3 or more examples of relevant experience on complex projects that required a high degree of technical expertise. Your narrative should include information on technical, schedule and cost performance, and overall project management and systems engineering accomplishments. Provide references of the technical and contractual points of contact for each. Any reference information provided will be considered confidential.
