- NA See Note 22. The Defense Threat Reduction Agency (DTRA) has a requirement to extend the support to the Unified Electromagnetic Design and Test Protocols. DTRA intends to issue a modification to contract number DTRA01-99-C-0200 on a non-competitive basis to Mission Research Corporation. The modification will extend the period of performance through 30 Sep 2003. The effort will be a continuation of services to support the development of an improved unified electromagnetic environmental effects (E3) matrix code, investigate and determine the feasibility of cost-effective unified /integrated electromagnetice test methods, develop strawman HEMP hardening (design, test and maintenance) guidelines for transportable C4I systems and comprehensive support in evalu ating electromagentic standards. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
