Description
The Defense Commissary Agency (DeCA) provides supermarket style facilities and sells products to active duty military members and other authorized patrons. There are Central Distribution Centers (CDCs) that service the overseas locations for receipt, storage, inventory control, and shipment of these products. The Warehouse Management System (PkMS) procured from Sytel, Inc. in 1999 is a mission critical commercial off-the-shelf (COTS) software tool tailored for the Agency's Central Distribution Centers (CDCs). The PkMS software has been licensed and deployed to sites in Germany. The Government intends to award the PkMS software and services support effort on a sole source basis to Sytel, Inc. Support is required for sites worldwide including sites deployed to date and future deployments. Support is required 24 hours per day, seven days per week, 365 days per year. It is comprehensive in nature to encompass maintenance and enhancements of the PkMS software as well as help desk support and engineering support. This effort requires support for product upgrades to include both major scheduled software releases and periodic incremental releases to add minor functionality or resolve software errors; support for software customization for DeCA; and maintenance for up to 200 concurrent users worldwide. The Contractor shall maintain a 24-hour, seven day per week, 365 days per year support (call) center to provide operational support to users worldwide. Full support includes both initial help desk support as well as engineering support from the support center for questions and issues that cannot be answered by the DeCA help desk support staff; support for functionality questions related to the business processing aspects of the PkMS software; and support for functionality questions for both the COTS PkMS software and customized software to include customization. The contractor shall maintain software version control over the previous two versions of specific code changes; provide development support for porting of modifications to support DeCA's migration to version 2002r1 or 2002r2 only; and maintain software version control over previous two versions of specific code changes. Award of a one year base contract with 2 one year options is anticipated to be made to Sytel, Inc.
