- Description
- The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to Malcolm Chase, Middlebury, VT, under the authority of FAR 13.106-1 (b) using Simplified Acquisition Procedures. The Contractor shall serve as one of two scientific co-editors for scientific editing and quality control of the Journal of Physical and Chemical Reference Data. The Journal's objective is to provide critically evaluated physical and chemical property data, fully evaluated and documented as to the original sources and criteria used for evaluation. Tasks include: 1) Collect articles which are suitable for publication in the Journal of Physical and Chemical Reference Data in the following scientific categories: Thermodynamic properties, thermo-physical properties of fluids, chemical kinetics, atomic physics, molecular structures and spectroscopy, crystallography, radiation properties, phase diagrams for alloys and ceramics, electronic and magnetic properties and electron interactions. 2) Provide for peer review of articles; choosing scientific experts for specific papers; additionally, articles are reviewed for conformance to style, terminology, symbols, etc. Comments are provided to author for appropriate changes, revisions. 3) Provide a final review of resubmitted, revised manuscript (paper and electronic copy), make final changes and forward to the American Institute of Physics for preparation of page proofs. 4) Coordinate Editorial Board exchanges via email, telephone, fax and teleconferencing; soliciting suggestions on improvements, content and issues such as the electronic Web version of the Journal. Mr. Chase is uniquely qualified to perform this work as he has been the Chief Scientific Editor for the Journal of Physical and Reference Data for the past seven years and is extremely well qualified to determine whether peer reviewed criticism or problems have been corrected and revised to previously established guidelines on format, terminology and style. He is also the author of the best-selling monograph "JANAF Thermo chemical Tables", which details recommended temperature-dependent values for chemical thermodynamic properties of inorganic and organic substances containing only one or two carbon atoms. The tables cover the thermodynamic properties over a wide temperature range with single-phase and multi-phase tables for the crystal, liquid and ideal gas state. The period of performance will be one (1) year from the date of award. The anticipated award date of the order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
