Description
The Minerals Management Service (MMS), a bureau within the U. S. Department of the Interior, announces its intention to award a sole source purchase order to Jack Faucett and Associates (JFA) for approximately $48,000 to modify our existing Manpower Model for Alaska. The period of performance would be from award through December 31, 2002. The Manpower Model was created in IMPLAN for "equitable sharing" analyses and for Environmental Impact Statements (EIS). Jack Faucett Associates (JFA) has provided MMS with draft first-step models for OCS oil activities in the Arctic and the Sub-Arctic OCS areas off Alaska (Arctic IMPAK and Sub-Arctic IMPAK) and is close to completing the final versions of the models. Due primarily to qualitative changes in the Exploration & Development (E&D) scenarios that provide inputs for the models, MMS intends to award this sole source requirement. Services to be provided: the proposed contractor developed the IMPLAN version of the Manpower Model for Arctic and Sub-Arctic OCS activities. Under this order, they would extend the existing model to 1) provide the ability to incorporate drilling structures in the E&D scenario that were not required in the draft version of Arctic IMPAK (e.g., mobile exploration gravity platforms or exploration drill ships instead of ice islands); and 2) "rule-of-thumb" expenditure and allocation estimates for natural gas-related activities in the Hope Basin (Arctic IMPAK), Cook Inlet (Sub-Arctic IMPAK), and more remote Sub-Arctic areas. JFA's intimate familiarity with the Manpower Model from its previous work on the Arctic OCS activities with MMS makes it the logical choice to continue this work. JFA is the only firm possessing the technical knowledge, expertise, and familiarity with the model to successfully complete this work. Any firm seeking to compete for this requirement would have to demonstrate an equal familiarity with IMPLAN and the Manpower Model. Firms that believe they can provide the required items and services described above should identify themselves in writing to the Contracting Officer. Such firms must submit supporting evidence in sufficient detail to demonstrate their ability to meet the stated requirements. This notice is not a request for competitive quotes.
