Description

The Contractor will be required to provide all labor, materials, and equipment as needed to complete the rehabilitation of the historic Lighthouse complex located at the western headlands of Point Reyes National Seashore in Marin County, CA. This project consists of miscellaneous work tasks that include: completion of a water storage and distribution system (including installation of new 40,000 gallon redwood storage tank and service lines and connections to nearby family quarters, the lighthouse, and fire hydrants; installation of a fire sprinkler system for family quarters; installation of an electrical distribution system and miscellaneous appurtenances (i.e., panel disconnect, ground rod, and pull boxes); general repairs to the lightstation infrastructure (i.e., soil removal, repairs to guardrails and chain-link fabric, rust removal and painting, gate repairs and other minor repairs); replacement of existing concrete curb and curb base on the lighthouse staircase between steps 119 and 206; and the repairs of cracks and spalls to the staircase and ramps. The project is estimated between $500,000 and $1,000,000 with completion of the stairs required by December 1, 2002 and total project completion required within 120 days after receipt of a Notice to Proceed. Issuance of the Request for Proposal (RFP) is anticipated on or about August 15, 2002 with proposals due 30 days after issuance. Award selection will be based on the overall best value to the government after considering price and factors other than price. Interested parties will be required to support their technical capability by demonstrating prior experience that includes: working with structures listed on the National Register of Historic Places; working in environmentally sensitive areas; working in remote areas with harsh weather conditions; installing potable water systems; developing, producing and maintaining a detailed critical path schedule of essential construction tasks; and the ability to comply with OSHA safety regulations as related to the work requirements of the plans and specifications for the project. Once issued, the RFP and all plans and specifications will be available for electronic access at: http://ideasec.nbc.gov. Half size plan sheets (only) will be made available upon written request to the contracting officer via e-mail (kris_swofford@nps.gov) or facsimile (415/663-8132). This is an unrestricted acquisition pursuant to Public Law 100-656. All responsible sources may submit an offer which, if timely received, will be considered.
