Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). STATEMENT OF WORK: The contractor shall design, fabricate, install, and test, as part of a complete Turntable System, a position-controlled turntable and motion control driver that satisfies the following requirements: (1) The Turntable System must fit inside a Sulzer Metco (formerly Electro Plasma, Inc.) vacuum plasma spray chamber. The opening to the chamber is approximately 54" in diameter, which should provide plenty of room to remove the old turntable and install the new one. (2) The Turntable System shall be controlled by and be compatible with a Fagor Model 8055 controller, which is currently being utilized to control the remaining axes of the system. This controller will be supplied by the Government for use with and integration into the new Turntable System. The Fagor controller utilizes a computer for the operator interface. The turntable shall be controlled ?remotely? by the Fagor controller, not by a separate or independent remote control box, as with the current system. (3) The Turntable System must operate as a spindle (i.e. continuous rotation) as well as specific, programmable motion as a part manipulator. (4) All drivers, motors, drive train, active water-cooling, and interface hardware must be included and installed as part of the Turntable System. (5) The Turntable System must operate in and be tolerant to the vacuum plasma spray environment. (6) The turntable must be capable of supporting 1000 pounds, with maximum rotational speed of 60 revolutions per minute, variable from 0.1 revolution per minute. (7) Installation and operational testing of the Turntable System will be onsite at MSFC. Prior to installation, the contractor shall dismantle and relocate out of the way the following parts of the existing turntable system: motor, drive system, turntable, water cooling system, and turntable hardware, which will not be used for the upgraded turntable system. These parts are mechanically assembled (nuts & bolts) and integrated into the vacuum plasma spray chamber. The existing turntable weighs approximately 300 pounds. MSFC will be responsible for disposing these parts after they are removed by the contractor and relocated out of the way. End of Statement of Work Interested parties must submit with their quotation a drawing/sketch depicting the design/configuration/layout of their proposed turntable system along with a short narrative describing how it will satisfy the requirements included in the Statement of Work. In addition, quotations shall include all required electrical hook ups and power requirements for the proposed Turntable System. Quotations that fail to include this information may not be considered for award. Quotations shall include all costs associated with this effort, including but not limited to travel, labor, and equipment This is a "turnkey" effort that includes electrical/signal and control work and possibly even facility modifications. The contractor will be required to notify the Contracting Officer not less than 14 days prior to starting any dismantling and installation work at MSFC. The provisions and clauses in the RFQ are those in effect through FAC 01-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334511 and 750, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Successful completion of the effort is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Interested parties may submit a written request for a copy of the drawings for the existing turntable system, provided the request is submitted on or before August 7, 2002. This request must include contractor's complete mailing address, point of contact, and telephone number. Interested parties may also submit a written request on or before August 7, 2002, to arrange for an onsite visit to MSFC to inspect the existing turntable system and the facility in which it is currently installed. Quotations along with drawings for the item described above are due by 4:30 p.m. CDST on August 26, 2002 and may be mailed or faxed to identified point of contact and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.239.1, NFS 1852.211-70, and 1852.214-71. Reserve paragraph(s) (d), (e), (f), (h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: MSFC 52.211-90, 52.232-90, NFS 1852.246-71, FAR 52.204-4, 52.211-15, and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. FAR 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-3. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B".
