Description
Description of Services: This analysis will make use of the data gathered from interviews with State Directors of Vocational Education and local administrators. The analysis will specify state and local funding and accountability practices; provide analysis that compares the case studies to the national picture; and provide study and policy implications. In addition, the report produced under this purchase order will require a careful integration of the case studies results with the findings from the Survey of State Directors of Vocational Education. The interviews with State Directors of Vocational Education and local administrators is part of the Congressionally-mandated National Assessment of Vocational Education (NAVE), a set of studies that are examining a variety of policy issues related vocational education. The NAVE will provide information to Congress as it deliberates on the Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins III) reauthorization. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only on source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The intended source is the Academy for Educational Development (AED) for the following reasons: 1) AED conducted the interviews with the State Directors of Vocational Education and local administrators. This supplemental analysis will allow the same team to analyze additional policy areas that are important to the NAVE. Source materials are best analyzed by the primary interviewers; and 2) the analysis requires a short turnaround time which AED can do because of its ability to start up quickly.
