Description
The U.S. Air Force, Air Combat Command is seeking contractor support to provide mission support; program management; operations and maintenance; and measurement, analysis and improvement required to successfully achieve the system operational availability coverage and data integrity required by the users of the Hemispheric Radar System (HRS). The mission of HRS is to provide air surveillance in support of United States and Allied Nations counter drug efforts throughout the United States Southern Command area of responsibility and to support air sovereignty, search and rescue, and regional cooperation missions. The HRS incorporates several types of Ground Based Radar Systems and various other United States Government and Host Nation assets to include: 1) TPS-43E radars and Satellite Earth Terminals at Leticia, Colombia and Iquitos, Peru; 2) TPS-70(V)5 radars and Satellite Earth Terminals at San Andres, Riohacha, San Jose del Guaviare, Marandua, and Tres Esquinas, Colombia, Monte Cano, and El Copey, Venezula; 3) Satellite Earth Based Terminals located at the Joint Southern Surveillance Reconnaissance Operations Center in Key West, FL and Satellite Earth Terminals co-located with Host Nation Command Centers at Bogot?, Colombia, Quito, Ecuador and Caracas, Venezuela; and 4) HF Tactical Digital Information Link (TADIL-A) at Tres Esquinas, Colombia and Monte Cano, Venezuela. The anticipated contract start date is 01 Oct 2003 with a 60 day transition period scheduled from 1 Aug 03 to 30 Sep 03. The anticipated period of performance is seven years. If determined in the best interest of government, options will be exercised NLT 1 Oct of each new fiscal year. A Firm Fixed Price Award Fee with Cost Reimbursable Line Items is planned. The solicitation will be issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 15, Contracting by Negotiation. This acquisition is unrestricted. The government seeks to award to an offeror who gives the Air Force the greatest confidence that it will best meet the requirements affordably by using the best value approach. The RFP is planned to be posted on Federal Business Opportunities (FedBizOpps) world wide web site www.fedbizopps.gov on/or about 1 Dec 02. The estimated date of award is 30 Jun 03. All responsible sources may submit a proposal, which will be considered. See Note: 26.
