- Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM) is soliciting sources sought information and conducting a presolicitation conference related to Radiation Hardened Thin Silicon on Insulator (RH Thin SOI) wafers. This is an unclassified presolicitation conference/sources sought announcement to identify potential sources, convey government requirements and gather information on current capabilities within the market. This notice is not a request for competitive proposals. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. ? 2061 et seq.), the Title III Program Office is contemplating a procurement to establish a domestic merchant production capability for 6 and 8-inch RH Thin SOI wafers. The project is envisioned to last approximately 30 months. The principal objective of this project is to focus on the development and integration of RH manufacturing process steps into an SOI wafer manufacturing line. The production of RH Thin SOI witness wafers, the fabrication of test structures and qualification vehicles (RH devices) on the witness wafers for evaluation, and the creation of business and marketing plans detailing the contractor's strategy for the RH Thin SOI product line will also be required. Under the authority of the DPA, the proposed acquisition is restricted to sources with domestic production capabilities; therefore, firms without domestic production capabilities are ineligible for any potential award. A presolicitation conference is scheduled for Wednesday, 28 August 2002, from 0900 to 1200 EST, at Northrop Grumman, 2555 University Blvd., Fairborn, OH. To register for this meeting, interested parties should submit their company's name, along with a list of attendees, a phone number and an email address for the primary point of contact NLT 23 Aug 2002, 1530 EST to Ms. Monica Poelking, AFRL/MLME, (937) 904-4352, email: monica.poelking@wpafb.af.mil. Failure to register may result in denied entry to the presolicitation conference. Interested parties should have documented expertise and should identify their interest and capability to respond to the requirement by submitting the information required under note 25 below. All submitted information should be limited to no more than 15 pages, one-sided, 10-font minimum. Regardless of attendance at the presolicitation conference, all interested parties should submit the required information to William Beeman at 937-255-5413 or william.beeman@wpafb.af.mil, NLT 26 Aug 2002. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. In addition, a security clearance may be required for performance of the effort if National Research Laboratories (NRLs) classified data is to be used. If applicable, parties must maintain, or have the ability to provide, secure facilities and possess, or have the ability to obtain, a US Secret level security clearance. An Ombudsman has been appointed to hear concerns from potential sources/attendees. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate Contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the presolicitation conference. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. A statement regarding industry security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
