Description
NA The U.S. Army Robert Morris Acquisition Center-Natick (USA RMAC-Natick), in support of the U.S. Marine Corps (USMC), has a requirement for commercially available Knee and Elbow Pads for sse with the new Marine Corps Combat Utility Uniform (MCCUU). The lig htweight, flexible knee and elbow pads will be procured for the United States Marine Corps for field use with the new Marine Corps Combat Utility Uniform (MCCUU). A set of pads will consist of 4 individual pads in a one size configuration, with no rigid e dges, and a shape allowing interchangeable use for knee and elbow insertion into all sizes of MCCUU blouse and trouser garments. The pads will be made of a material that is durable to repeated compression and recovery, flexible enough to bend for inserti on into the uniform garments, will not absorb liquids and will retain its shape for the life of the item. A performance specification and reference drawing will be provided specifying shape, dimensions, and physical properties of basic material, compressi on set, compression deflection, tear resistance, tensile strength, elongation at break and density with associated test methods. Product Demonstration Samples will be required to be submitted as part of an offeror's proposal for verification testing. The Government intends this procurement to be a commercial item acquisition utilizing Federal Acquisition Regulation (FAR) Part 12 'Acquisition of Commercial Items' and FAR Part 13.5 'Test Program For Certain Commercial Items'. This requirement will be set-asi de 100% for Small Business. The applicable North American Industry Classification System (NAICS) Code is 326299, small business size standard is 500 employees. The Government envisions a single contract award for this acquisition. The Government is planni ng a five-year Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Exercise of the first production CLIN is contingent upon the Government?s approval of First Article, and Production Lot Verification Test, which will be separa te CLINs. For production quantities, the ordering periods will consist of 1 Base Period and four 1-year option periods with the following minimum/maximum quantities: Base Year is 5,000/60,000 sets, First Option is 5,000/50,000 sets, Second Option is 5,0 00/50,000 sets, Third Option is 5,000/20,000 sets, and Fourth Option is 5,000/20,000 sets. A First Article Test (FAT) will be conducted, as will Production Lot Verification Test. In accordance with Federal Acquisition Regulation (FAR) Part 5.102(a) , all documents associated with this acquisition will be available via the Government point of entry (GPE) http://www.fedbizopps.gov, and via the US Army RMAC-Natick Homepage at https://www3.natick.army.mil (go to Business Opportunities, then to Ongoing Acquis itions, then to this solicitation number. No hard copies will be provided. Firms shall not be reimbursed for any costs associated with proposal preparation. Questions concerning this solicitation can be directed to Mr. Thomas J.
