- The U.S. Fish and Wildlife intends to negotiate under sole source with Spring Rivers Ecological Sciences/Mary J. Ellis, Cassel, California, to accomplish a study to assess the use of aquatic barriers to prevent the continued dispersal and invasion of the non-native signal crayfish in the range of the Shasta Crayfish. Tasks: Support the ongoing design and testing of barriersto prevent non-native crayfish from reaching Shasta crayfish populations within the next one to five years. Upon successful development of the barriers, additional funding will need to be provided for the installation of the barriers. This is expected to be a multi-year project for approximately five years. The scope of this work ultimately aims to protect the few remaining allopatric Shasta crayfish populations from the most serious threat to this species: the invasion of the non-native signal crayfish. Implementation of the proposed action is critical to achieve the downlisting criteria in the Shasta crayfish recovery plan and prevent the species from declining irreversibly. Upon completion of the basic task, several other recovery tasks await the results of the barrier study, including the installation of barriers to protect the allopatric Shasta crayfish populations in upper Fall River and Rising River. The awarded contractor will provide semi-annual and annual reports. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
