- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for provide an Aura instrument simulator capability to process payload specific commands and generate telemetry data for the Aura instruments. This simulator shall be able to general Aura Instrument telemetry in a format consistent with the Government Furnished Information (GFI) mission database. Each telemetry pneumonic which has a default value shall be set to that value. The interface shall support the 1553 formats for passing telemetry and command packets to and from the ISC via the ISIM. The Aura instrument simulator interface code shall collect power, timing, and status data from the ISIM system and accurately reflect this information in the correct telemetry pneumonic and packets. One the Auro instrument simulator has been accepted by the IVVF team, a version of the Auro instrument simulator shal be installed into the ETFS facility. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Vega IT, Inc. Alexandria, VA. The simulator needs to have the existing Aqua PSIM (that is alreday part of the IVVF) upgraded so that it will also perform as an Aura instrument simulator. Vega IT was the developer of the Aqua PSIM. Vega IT is the contractor for the SIMSAT Simulation Kernel which was used to support the Aqua Payment Simulator (PSIM). If another vendor was used, then they would use a different Simulation Kernel, or they would have to learn to use the SIMSAT Simulation Kernel. These options would make the Aqua and Aura PSIMs incompatible (which would drive up the cost of using and maintaining th PSIMs); increase the time for developing the Arua PSIM (which would impat the FSW test and development schedule); increase the likelihood of introducing mission-threatening errors into the PSIM because of potential simulation kernel incompatibilities or lack of knowledge of the SIMSAT simulation kernel; and significantly drive up development costs because a different vendor would need to become familiar with the IVVF and the Aque PSIM implementation. Due to this, Vega IT has the unique knowledge regarding the use of the SIMSAT SW in developing an Aura Instrument simulator based on their effort on the Aqua PSIM. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 19, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
