Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Environmental Strategies & Solutions on a sole source basis under the Statutory Authority 41 USC 253(c)(1) Only One Responsible Source to expand the scope of work of the existing contract SB1341-01-Z-0006, which was awarded on a non-competitive basis, to include farm-based (biobased) products seeking, preferred, Federal purchasing to undergo Building for Environment and Economic Sustainability (BEES) analysis. This change in the scope of work is required to support implementation of Section 9002 of Public Law 107-171 (5/13/2002). The Government anticipates that this change in scope will raise the product limit from 42 per year to 500 for the next six (6) to nine (9) months. The Government intends to make the change in the scope effective within 45 days from the date this notice is posted. This notice of intent is not a request for competitive quotes. A Request for Proposal package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
