Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with ABB Bomem, Inc., Quebec, Canada for Platinum Plan Preventive Maintenance w/a 3-day Window for (2) Bomem DA-3 FTIR instruments under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. As OEM manufacturer, this contractor is the only source with qualified engineers with the technical expertise necessary to maintain the equipment with minimal downtime and possess a stock of required spare parts for immediate replacement. A firm fixed price Purchase Order will be issued on or about 09/06/02 with a 12-mo. performance period and (1) 12-mo. option period. Interested parties may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Information received is normally considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) is not available. See Note 26.
