Description
The National Institute of Standards and Technology (NIST) has a requirement for a hardware and software package to allow a conventional scanning electron microscope (SEM) to be used for electron beam lithography (EBL). NIST currently utilizes the Nanometer Pattern Generation System (NPGS) from JC Nabity Lithography Systems. NIST proposes to negotiate on a sole source basis with JC Nabity Lithography Systems for a NPGS (V9.0IU) in order to convert a second SEM, a JEOL Model 848, to EBL capability. Outfitting both SEM's with compatible EBL conversion packages projects to save the training costs that would be incurred by acquisition of the product of different manufacture, and promotes efficiency of the scientific personnel utilizing the systems by maintaining standard and familiar procedures. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with JC Nabity Lithography Systems of Bozeman, MT. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. These are the complete specifications and no RFQ is available. All technical questions shall be addressed to Mark Keller of NIST at 303 497-5430. This RFQ will expire August 16, 2002.
