Description
The National Cancer Institute (NCI), Surgery Branch (SB) proposes to contract with Pierce Chemical Company, Pierce Endogen, PO Box 642105, Pittsburgh, PA 15264 to obtain Human IFN Elisa (Interferon Gamma) ELISA Kits. The North American Industry Classification System code is 422210 and the business size standard is 100 employees. The items are considered commercial and are being prepared in accordance with the format in FAR Part 12. The noted kits have been utilized under current clinical protocols for the clinical monitoring of patients who are participating in vaccine cell transfer trials and adoptive cell therapy protocols. The antibodies in these kits match exactly those being used in patient samples. The Surgery Branch has utilized these kits in the past under purchase order number 263-MQ-115635 to the present date, and the same kits from Pierce must be used in order to prevent the introduction of new variables into the studies. In addition, these kits were originally utilized because they provide the greatest rate of sensitivity at less than 2 picograms/ml, and the final response time is less than three hours. Other functional features required of such kits, include: 1) 96 determinations per plate; 2) a standard curve range of 26 to 1,000 pg/ml or broader; 3) sample types such as serum, EDTA, Heparin or Sodium Citrate Plasma, Urine, and Culture Supernatants; 4) a 50 ml/well sample size; 5) an intraassay coefficient variable of less than seven (7) percent; 6) an interassay coefficient variable of less than seven (7) percent; 7) a wavelength of between 400 and 450 nm; and 8) a specificity of natural and recombinant human IFN interferon gamma. The required kits also contain precoated stripwell plates, two vials of lyophilized standard, standard diluent, bitinylated antibody reagent, wash buffer, streptavidin-HRP concentrate, streptavidin HRP dilution buffer, premixed TMB substrate solution, stop solution, and adhesive plate covers. Changing variables at this time will interrupt correct interpretation of experiment in progress. Pierce Chemical Company is the only source known to the NCI that can provide the above kits with the stated unique features and to ensure the continuity of the ongoing studies without introducing new variables. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM EDT (local Washington, D.C. time) on August 17, 2002.
