- This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000, via single source contract procedures. The FAA intends to procure from CACI Technologies Inc. on GSA schedule GS-35F 5403H engineering support for the Band Width Manager (BWM) Promina Network. A contract for one year with three one-year options is planned. The estimated contract value will be 800k per year. The BWM Promina Network is currently in place at over one hundred sites throughout the National Airspace System (NAS). CACI has been providing system support since December 2000 under the Defense Information Technology Contracting Organization (DITCO) contract DCA200-91-Z-0027 that expired July 2002. The network is supported from the BWM National Network Control Centers (NNCCs) at Atlanta and Salt Lake City and is monitored by the existing Network Monitoring System at those sites. This system supports critical and essential data communications services used by the FAA. The FAA requirement for BWM can only be satisfied by continuation of the services currently being provided by CACI Technologies Inc.; therefore, this award will be made on a single source basis. CACI has the capabilities, resources and qualifications and is uniquely capable of providing the following BWM engineering support: a. Provide engineering support the BWM Promina equipment and proprietary software that meets the criteria established in FAA-E-2920; b. Provide 7x24x365 Technical Assistance within the Continental U.S., Alaska, Hawaii, the Western Pacific Islands, Bermuda, and Puerto Rico, for the BWM Promina equipment and proprietary software to include telephone assistance and on-line access for troubleshooting system problems; c. Identify BWM Promina hardware and software service malfunctions, interruptions and/or failures. Provide required technical assistance to restore telecommunications hardware and software services to normal operation; d. Replacement of defective BWM LRU?s and related BWM telecommunications equipment within 2 hours after initiation of a trouble call. This includes the Continental U.S., Alaska, Hawaii and Puerto Rico, and all other FAA BWM sites; e. Maintain an Expedite Stock for the FAA to permit overnight replacement of equipment on an emergency basis.
