Description
Public announcement of sources sought. The Federal Aviation Administration (FAA) has the requirement to provide 24 hour armed security guards at its critical facilities in the Western-Pacific Region in accordance with the individual Statements of Work. Solicitations are being prepared for the following sites: 1. McCarren Intl. Airport Air Traffic Control Tower, Las Vegas, NV 2. Northern California TRACON, Mather, CA 3. Oakland Intl. Airport Air Traffic Control Tower- North, Oakland, CA 4. Oakland Intl. Airport Air Traffic Control Tower ? South, Oakland, CA 5. Oakland Intl. Airport ? Bay TRACON, Oakland, CA 6. Phoenix Sky Harbor Intl. Airport Air Traffic Control Tower, Phoenix, AZ 7. San Francisco Intl. Airport Air Traffic Control Tower, San Francisco, CA DISCO Sites: 8. Oakland ARTCC, Fremont, CA 9. Palmdale ARTCC, Palmdale, CA 10. Honolulu Combined Facility, Honolulu, HI Basic qualifications of security guard contractors are as follows: a. The vendor?s primary business shall be providing contract armed security guard services. b. The vendor must have at least 5 years of continuous experience. c. The vendor shall provide written evidence of providing satisfactory service to large facilities with plant and employee population similar to FAA Security Level 4 and 3 facilities. Level 4 Facility: These facilities have over 450 employees during any single established work period; likely has more than 150k square feet of space; and may have high volume public contact. These facilities are considered mission critical and total destruction, loss, or major damage may have a catastrophic impact on the National Air Space (NAS). Level 3 Facility: A facility with 151 to 450 employees during any single established work period; likely has between 80k and 150k square feet of space; and may have moderate to high volume of public contact. These facilities may be collocated with high-risk law enforcement and intelligence agencies, courts, judicial offices, or other highly sensitive government offices. These facilities are considered mission critical and total destruction, loss, or major damage may have a very serious or catastrophic impact on the NAS. Note: Large or combined TRACON?s will normally have more than 150 employees on duty during any single established work period. SL 3 Standalone TRACON?s will normally have less than 150 employees during any single established work period. Firms not meeting the above qualifications shall be eliminated from consideration. The successful contractor shall comply with the following: d. The vendor must meet the minimum security standards of Appendix 13, FAA Contract Guards. (Appendix 13 will be issued with the RFO.) e. The vendor must supervise their personnel to ensure compliance with the contract. The COTR and SSE must accept the supervisor. f. The vendor must ensure all guards meet state and local licensing requirements. g. The vendor must develop, maintain and issue a comprehensive guard manual to each guard. The manual shall be coordinated with the COTR and the SSE before issuance. h. The vendor must ensure that supervisors have facility protection experience commensurate with the scope of this contract and shall: 1. Periodically inspect guards to ensure their efficiency, appearance, proper conduct and compliance with the contract guard manual, orders, and other applicable regulations and instructions. 2. Enter the results of each inspection in the security officer daily duty log and sign the entry. 3. Ensure that post of duty has copies of pertinent regulations, orders, instructions and guard manual. 4. Ensure the guard is thoroughly familiar with the orders and regulations. 5. Ensure the guard understands their responsibilities and duties. Qualified firms are invited to submit a written request for each (site specific) Request For Offer (RFO) package to Mr. Michael Waite at the following address: FAA ? If you choose to submit your request via fax or e-mail, the Government will not be responsible for any failure attributable to the transmission or receipt of the request. Include company name, address, telephone and fax numbers, e-mail address and name of contact person. VERBAL REQUESTS WILL NOT BE HONORED. List the individual sites for which you are requesting an RFO package. Requests that do not list specific sites will be discarded. DISCO sites contain classified materials and the successful contractor shall possess a clearance from the Defense Investigation Service Clearance Office (DISCO) at the time of award. All requests must be received no later than 1:00 PM (Los Angeles time) on August 16, 2002. RFO?s for each individual site will be limited to the first ten (10) respondents for those sites. A base contract with four (4) option years will be awarded for each individual site. Offers will be evaluated individually based on ?best value? to the FAA considering total cost and past performance (equal value). The FAA may make an award without communications, fact-finding and/or negotiations; however, communications, fact-finding and/or negotiations may be conducted with one or more offerors to determine the best value to the FAA.
