Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is advertised as intent to award a Sole Source contract. The NAICS Code for this synopsis/solicitation is 335313. Purchase Request number F16SWS21510100 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-08 effective 29 July 2002. The Government intends to award 9 contract line item numbers (CLINs) with subcontract line items numbers (SLINS), as described in the Statement of Work to REBUILD GE BREAKERS & SWITCHES. The procurement for the REBUILD GE BREAKERS & SWITCHES is required to have the following specifications: STATEMENT OF WORK FOR REPLACE BREAKERS AND SWITCHGEAR, 1 FLATROCK HILL ROAD, CAPE COD AFS, MA 02561: The contractor shall furnish of all transportation, material, labor, equipment, and supervision necessary to repair General Electric breakers and switchgear supporting the PAVE PAWS radar and facilities at Cape Cod AFS. The majority of the work will fall within electrical discipline, to include but not limited to rebuilding breakers, replacing switchgear and associated electrical, and mechanical work. All work shall be performed in a manner to prevent bringing some of the radar circuits down twice. The contractor shall: (1) Provide 1 EA. reconditioned static time delay unit for undervoltage devices on ACB's. (2) Provide 4 EA. analog ammeter & voltmeters with new electronic metering units. (3) Provide 34 EA. LED's to replace existing red & green indicating lights. (4) Provide 17 EA. reconditioned position indicating tapes for drawout mechanism. (5) Provide drawout rails for breaker cubicles in the Tech Facility Chiller Bay, for the following: (a) Main Breaker Compartments, AK-5A-100S, 4000A, 2 EA. (b) Tie Breaker Compartments, AK-5A-75S, 3000A, 1 EA. (c) Fire Pump Compartment, AK-2A-50S, 1600A, 1 EA. (d) Feeder Breaker Compartments, AKRU-5A-30S, 800A, 13 EA. (6) Provide spare circuit breakers for the Tech Facility Chiller Bay, for the following: (a) Main Breaker Compartments, AK-5A-100S, 4000A, EODO ACB, 1 EA. (b) Tie Breaker Compartments, AK-5A-75S, 3000A, EODO ACB, 1 EA. (c) Fire Pump Compartment, AK-2A-50S, 1600A, EODO ACB, 1 EA. (d) Feeder Breaker Compartments, AKRU-5A-30S, 800A, EODO ACB, 13 EA. (7) Provide spare circuit breakers for the following: (a) Primary Distribution Swgr Breaker, ABB 5HK-250, 2000A ACB, 1 EA. Power Plant, Kirk keyed, DC Controlled (b) Primary Distribution Swgr Breaker, ABB 5HK-250, 2000A ACB, 1 EA. Outside power Plant (115k or 23kV Lines) (8) Factory repair racking mechanism on AKBB 5HK-250, 2000A ACB Breaker for the power plant. 1 EA (9) Remanufacture AKRU-5A-30S, 800 Amp Breakers for the Tech Facility Chiller Bay, 10 EA. These will be done one at a time unless the contractor can provide some working spares until completion of the project. Quotations that do not include prices for all Requirements will not be considered. The item must be delivered no later than 60 days after contract award. Deliver to Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial, FAR 52.212-2, Evaluation -Commercial Items: Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items. FAR 52-212-3 and DFARS 252.212-7000, Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of these provisions with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (in paragraph (b) the following clauses apply; FAR 52.203-6, 52.219-8, 52.219-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.232-33, 52.222-41, 52.222-42 (Electrical, GS 11-4 equivalency is $24.95 per hour) Wage Decisions 1994-2087 and 1994-2253 apply. Also included are DFARS 252.204-7004, 252.225-7002, and 252.212-7001 with the following applies: 252.225-7001 and 252.225-7012.
