- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 321991; the small business deinition is 500 employees. Purchase Request number FQ324521790500 (currently unfunded) is issued as a Request for Quote (RFQ) F19650-02-Q-0012. This synopsis/solicitation is for planning purposes and is not to be construed as a commitment by the Government nor will the government pay for information or proposals solicited or received. Respondents will be notified about the outcome of the Governments synopsis/solicitation. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07 effective 15 May 2002. Upon receipt of funds, the Government intends to award one contract line item number (CLIN) for a Fire Safety House. The procurement for the Fire Safety House is required to have the following specifications: Small apartment size refrigerator 110 volt; water tank and pump; gray water tank; black and white monitor with three cameras (includes wiring); PA system with external speakers (includes wiring); 19" Color TV/VCR Unit; Strobe Light (roof mounted); spare tire; heavy duty rear skid wheel; heated door knob; thermometer for heated door; delivery and preparation charge. Quotations that do not include prices for all Requirements will not be considered. The item must be delivered no later than 60 days after contract award. Deliver to Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.232-18 Availability of Funds, FAR 52.212-1, Instructions to Offerors- Commercial, FAR 52.212-2, Evaluation -Commercial Items: Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items. FAR 52-212-3 Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (in paragraph (b) the following clauses apply; FAR 52.219-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.232-33. Also included are DFARS 252.204-7004 and 252.212-7001 the following applies: 252.225-7001. FAR 52.252-2, Clauses and provisions may be accessed in full text at http://farsite.hill.af.mil/ . All offers are due no later than 3:00PM (Eastern Standard Time) 16 Aug 02. Corley, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
