- NA Fort Lewis intends to issue a solicitation for the potential privatization of the installation's electrical distribution system. This will be the second attempt to privatize the system. This notice is to announce an Electrical Privatization Industry Day Forum to be held at Fort Lewis, Washington on 16 July 2002 at 0900 hours (9:00 A.M. Pacific Daylight Time)to seek comments, questions, concerns and advice from industry before the Request for Proposal is issued. Registration information for the Industry Da y is located on the Directorate of Contracting web site at http://www.lewis.army.mil/doc. Registration is limited to two individuals per company. No foreign visitors will be allowed. No still or video cameras will be allowed. The industry forum will no t include a site visit of the electrical distribution facilities. Registration must be received no later than 1500 Hours (3:00 P.M. Pacific Daylight Time) on 10 July 2002. Also included on the web site are the proposed Bid Schedule (Section B), Statement of Work (Section C), Instructions, Conditions, and Notices to Offerors (SECTION L) and Evaluation Factors for Award (Section M). In privatizing the electrical distribution system, the contractor shall accept full ownership and liability for the electrica l system to operate, maintain, repair, expand, upgrade and improve the distribution system to ensure safe, adequate and dependable electrical power is supplied to each point of contact (both Government and private entities) consistently, 24 hours a day, 7 days per week. These services shall be provided in accordance with applicable local, State and Federal Codes. The contractor shall be responsible when state and Federal laws/regulations are changed and new ones are put into effect. The contractor shall ass ume ownership of all Government-owned substations and distribution facilities on the Fort Lewis reservation. The distribution system includes, but is not limited to: three 110 KV distribution substations; four 13.8 KV substations; approximately 87 circuit miles of overhead primary distribution lines; and approximately 48 circuit miles of underground primary distribution lines. The anticipated issue date of the complete solicitation is on or about 2 August 2002. This is a first time acquisition and no prior contract information is available. A site visit and preproposal conference will be held with scheduling information posted on the Directorate of Contracting web site. This solicitation will result in a firm-fixed price, prospective price redetermination c ontract and is for a term of 50 years. The proposed procurement listed here will be issued as unrestricted. NAICS Code: 221122. The small business size standard is: A firm is small if, including its affiliates, it is primarily engaged in the generation, tr ansmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours.
