End Of Section SECTION 01009 GENERAL INFORMATION AND REQUIREMENTS PART I: GENERAL 1.1_ SUMMARY 1. Description of Work: Provide all labor, materials, transportation, and supplies to install an 8'high galvanized steel chain link fence for safety purposes around the Hi-Yu mine mill building. Work includes the installation of 2 gates. 2. Location: The mine site is northeast of Cleary Summit, approximately 26 miles northeast of Fairbanks, Alaska. The mill building is located on sloping terrain. Work includes the installation of 2 gates. The terrain is some original ground or graded trails, with the steep slopes composed of waste mine rock (schist). 1. DIRECTIONS: The work site can be accessed by taking the Steese Highway from Fairbanks approximately 21 miles to Cleary Summit. Then at Cleary Summit, turn right on the road to the Fort Knox mine for approximately ? mile then turn left on the Fairbanks Creek Road. Take the Fairbanks Creek Road for approximately 4.7 miles to a small road on the left which is blocked by a gravel berm. Walk or use an ATV to go past the berm approximately ? mile and the HI-YU Mill building will be on your left adjacent to the access trail. 3. Site Hazards: STAY OUT OF THE MINE BUILDINGS! The mill facility is a collapse hazard. 4. Historical Artifacts: The mine is an historical site. Artifacts or items discovered, or uncovered, shall be brought to the Governments attention and remain on site. 5. Winter Work: Work during the winter is not anticipated. 1.2 REFERENCES 1. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following: ASTM American Society for Testing and Materials 100 Barr Harbor Dr. West Conshohocken PA 19428?2959 CFR Code of Federal Regulations (Available from the Government Printing Office) N. Capitol St. between G and H St., NW Washington, DC 20402 EPA Environmental Protection Agency 401 M St., SW Washington, DC 20460 OSHA Occupational Safety and Health Administration US Department of Labor 200 Constitution Ave., NW Washington DC 20210 1.3 DEFINITIONS A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project. B. Contracting Officer's Representative: COR. 1.4 SUBMITTALS 1. Scope: Submittals include design computations, shop drawings, manufacturers' literature, as?built drawings, samples, and maintenance manuals. 2. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. Submittals shall be delivered to the Contracting Officer's Representative. 3. Identification of Submittals: Completely identify each submittal by showing at least the following information: 1. Name and address of submitter, plus name and telephone number of the individual to contact for further information. 2. Name of project as it appears in these specifications. 3. Contract number, drawing number, and specification section number to which the submittal applies. 4. Whether this is an original submittal or resubmittal. 5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use. 4. Approval: Written approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Installation of material on the basis of written approval of submittals shall not relieve the Contractor of the responsibility for incorporating material which conforms to the requirements of the drawings and specifications. Written approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After written approval of an item, the Contractor may submit a substitution for approval, if the approved item cannot be purchased or delivered in time to avoid delay in completion of the project. 1.5 WORK SCHEDULE 1. Requirements: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within three working calendar days. As a minimum, the estimated start and completion dates should be shown in the schedule. 1.6 VALUE SCHEDULE 1. Requirements: The Contractor shall prepare a value schedule for presentation at the pre?work conference. The value schedule shall include a breakdown of the lump sum bid. The breakdown shall show separate and material for each component or element of work. The total of the costs shown on the value schedule shall be equal to the Contractor's bid price. 1.7 CERTIFICATES OF CONFORMANCE 1. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not. 2. Format: The Certificate of Conformance provided by the supplier shall: 1. State that the named product conforms to the Contract requirements. 2. Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request. 3. Provide the name and address of the manufacturer, the testing agency, and the date of tests. SECTION 02821 CHAIN LINK FENCES AND GATES PART I SUMMARY 1.1_ SUMMARY 1. Provide all labor, materials, transportation, and supplies to install an 8'high galvanized steel chain link fence for safety purposes around the Hi-Yu mine mill building. 1.2 SUBMITTALS 1. Shop Drawings: Submit three copies of shop drawings for fences and each gate to be used on this project showing details of post installation, extension arms, gate swing, hardware and accessories. 2. Manufacturer's Product Data: Submit three copies of the manufacturer's descriptive data. 1.3 QUALITY ASSURANCE 1. Single-Source Supplier: Obtain chain link fences and gates, including accessories, fittings, and fastenings, from a single source. 1.4 PROJECT CONDITIONS 1. Field Measurements: Verify layout information for fences and gates shown on the drawings in relation to existing structures. 1.5 REFERENCES The publications listed below form a part of this specification to the extent referenced. Galvanized: 1.2 ounce per square foot. 3. Selvage: Knuckled at the bottom and twisted at the top. 2.2 FENCE FRAMEWORK 1. Requirements: Fence construction shall be of galvanized type I. Post spacing not to exceed 10 ft. 1. Round Type I Steel: 4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification. 1.8 QUALITY ASSURANCE 1. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text. 2. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern. 3. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough?in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings. 4. Equipment: Prior to ordering equipment, verify dimensions and functions of equipment proposed for use including the electrical service requirements. Be certain the equipment is compatible with the structural and architectural features of the work, avoids conflicts with equipment of other crafts, and that it will fit in the space provided. 1.9 DELIVERY, STORAGE, AND HANDLING 1. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable. 2. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling. 3. Handling: Load and unload products protecting them from damage. 1.10 PROJECT/SITE CONDITIONS 1. Access to the Work: The work area is available to the Contractor during the hours of 6:00 am to 6:00 pm, Monday through Friday excluding Federal Holidays. Work will not be allowed weekends or holidays without prior written approval by the COR. 1. There is a small berm located at the entrance of the mine access road. The contractor may remove this berm for access during work on this project. Block or barricade the road when not working on site. Restore the berm when completed with the work. Final payment will not be made until the berm is restored. 2. Environmental Considerations: Fuel or oil spills occurring during the work of this project shall be excavated to a depth of 12 inches beyond contaminated material and removed from the work location. Prescribed measures to prevent water pollution to nearby water resources shall be strictly observed. 3. Utilities: No utilities are available at the project location. 1.11 SEQUENCING AND SCHEDULING 1. Work Schedule: The schedule shall be submitted at the pre?work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate. PART II: PRODUCTS (There are no applicable requirements.) PART III: EXECUTION 3.1 PROJECT MEETINGS . 1. Pre?Work Conference: 1. Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract. 2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting. 3. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications. 2. Progress Meetings: 1. To be held at the project site, or as determined by the Contracting Officer. 2. May be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda. 3. Final Inspection: 1. To be held at the project site, or as determined by the Contracting Officer. 2. Notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection. 3. The superintendent shall be present during this inspection. 3.2 PREPARATION 1. Work Layout: The Government shall establish approximate locations for the fence corners and gate locations. The contractor may make minor adjustments to allow for efficient installation or efficient use of materials, or if difficulty arises in setting posts. 3.3 DISPOSAL OF DEBRIS 1. Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. 3.4 WARRANTY 2. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall: 1. Obtain warranties that would be given in normal commercial practices. 2. Require warranties to be executed, in writing, for the benefit of the Government. 3. Submit warranties to the Contracting Officer prior to the final inspection. PART IV: MEASUREMENT AND PAYMENT 4.1 METHOD OF MEASUREMENT 1. Units: The work described in this section will not be measured for payment. 4.2 BASIS OF PAYMENT 1. Payment: No direct payment for the work described under this section will be made.
