Description
Solicitation N8450020465. Construct up to 4 miles (approx) of PIG FENCE in two remote locations of Pinnacles National Monument, San Benito County, Paicines, CA. The National Park Service requires a firm, fixed-price construction contract for a Base Bid Item and One Option Item to furnish all labor, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. The Government is furnishing fencing materials and will furnish the helicopter transportation of materials to job site. Contractor responsible for bundling materials and directing drop locations along worksite. Work includes, but is not limited to:constructing 14,099 linear feet of pig fence in the "Northwest" section (Base Bid), and 6,901 linear feet of pig fence in the "South Chalone" section (Option Item). Brushing for the fence is complete and fence will be constructed within the 8-10 ft wide cleared zone. Fence material constists of woven wire panel, barbed wire, steel fence posts. Gas Powered jackhammers and chainsaws are the ONLY power equipment that will be allowed. The NAICS code for this project is 235990 and the small business size standard is $12 million. Contract duration is 90 Days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $100,000 and $250,000. This is a "Best Value" procurement and price is equal in importance to the offeror's capability. Offeror must demonstrate experience (1) working in environmentally sensitive areas with emphasis on sensitivity to natural areas using appropriate equipment; (2) must demonstatrate experience working in very steep terrain (40-60%); and (3) must demonstrate experience having constructed a minimum of 5 miles of fence of similar construction (anchored to the ground, woven wire and barbed wire). This procurement is unrestricted inviting full and open competition. The National Park Service welcomes and encourages the participation of small, disadvantaged, and women owned business enterprises. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation when posted on electronic commerce. Electronic posting of the solicitation package with drawings and narrative files will occur on or about Aug 16, 2002 at www.fedbizops.gov. Responses from Offerors will be accepted in hard copy format at the Oakland CA address, or emailed with all attachments to the contracting officer. A hard copy of the offer with manual signature of the authorized company official shall be sent to the contracting officer in addition to any email response. Facsimile offers shall not be accepted.
