- The Environmental Protection Agency under the Simplified Acquisition Procedures Test Program for Commercial items set forth in FAR Subpart 13.5 intends to issue a sole source purchase order to Kline & Company, Inc. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The EPA is FACNET certified. This solicitation is being issued as a Request for Quote (RFQ). The RFQ number is PR-HQ-02-12066. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08 which became effective 27 June 2002. This solicitation is not set aside for any small business, HUBZone, or 8(a) businesses. Award will be made on an "all-or-none" and "best-value" basis. Offerors should provide individual firm fixed price quotes for the base period and 0 option periods. The contract line items for the base period and 0 option periods are as follows: 1) Both a hard copy of and online access to: Flea and Tick Control Products in Companion Animal Health, 1999-2000 2) Both a hard copy of and online access to: Professional Turf and Ornamental Markets for Pesticides and Fertilizers, 2000 (includes Access+ Database) 3) Both a hard copy of and online access to: Consumer Markets for Pesticides and Fertilizers, 2001 4) Both a hard copy of and online access to: U.S. Professional Pest Management Market, 2001 (includes Access+ Database) 5) Both a hard copy of and online access to: U.S. Mosquito Abatement Districts, 2001 6) Both a hard copy of and online access to: U.S. Market for Aquatic Weed Control Products, 2001 Description: Pesticides usage and market data for non-agricultural markets. Delivery for items shall take place no later than thirty days after contract award. Delivery address shall be: Crystal Mall 2, 1921 Jefferson Davis Highway, Arlington, VA 75036. The provisions at 52.212-1 Instructions to Offerors-Commercial, 52.212-4 Contract Terms and Conditions-Commercial Items, and at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items apply to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items with its offer. Please refer to Numbered Note 22.
