Description
NAICS Code: 334516 The U.S. EPA, Cincinnati Procurement Operations Division intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Biolog Inc for a 62461 MicroStation System with Computer, a 22606D FF Database, and a 22623D DP Combination Database. The Government requires an indoor air pollution monitoring system compiled of integrated hardware and software which has the unique ability to quickly provide a positive identification of bacteria, yeast, anaerobes, lactic acid and fungi. The system shall use a combination of turbidity and redox chemistry carbon-source utilization technology to identify these microbes within 24 hours or less. Proprietary Micro-plate test panels which are automatically read and analyzed by the system are required. The system shall require no more than five microplates. The compatible databases must contain a library of all the organisms that have been run using the system in order to aid in their identification. The system shall have the capacity to identify 600 different species of fungi and to determine if they are living. Negotiations shall be conducted pursuant to the authority of 41 USC Sec 253(c)(1) which allows for contracting without full and open competition if there is only responsible source that can satisfy the needs of the agency. The contractor shall provide all manufacturer's operation and maintenance manuals and a training workshop including hotels and meals for one person. The system shall be warranted for a period of 12 months after delivery and acceptance of the system, including parts and on-site labor. The system shall be CE marked and comply with EN55011 and EN50082-1. Ground shipping will commence within 30 days of receipt of purchase order. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
