Description
FEMA is seeking telecommunications, system engineering, and network security services grouped in four main areas, as follows: TASK 1-Centralized ordering of local telecommunications services, pager service, and cellular phone service during non-emergency and emergency or surge conditions, such as Disasters; Task 2-Consolidation of FEMA?s telecommunications billings for services, and payments of same to vendors; TASK 3-Administration of FEMA?s Telecommunications Information Management and Control System (TIMACS), an Oracle-based electronic ordering and billing system used by FEMA employees and selected FEMA contractors, nationwide; and TASK 4-System Engineering and Network Security services, including maintenance of client-server systems with web-based access, and network security and support services. This requirement is for interim services of six to eight months duration starting on October 1, 2002, to allow sufficient time for recompetition and phase-in of similar contract services resulting from a full and open competition now in the planning stages. The NAICS code is 513390. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with Verizon Federal Systems, Inc. on a noncompetitive basis.
