Description
STATEMENT OF WORK for VACUUM SYSTEMS FOR BOOK CLEANING 1.0 GENERAL The following is a request for your proposal to supply and install two (2) HEPA vacuum systems for book cleaning for THE LIBRARY OF CONGRESS. These vacuum systems will be used in the Loading Dock Processing Area (LDPA), which is located at the Library of Congress Thomas Jefferson Building in Washington, D.C. This LDPA is to be used to prepare library books for storage in a high density storage facility that is being constructed at Fort Meade, Maryland. The two vacuum systems, which are shown on attached LDPA drawings (A-1, A-2, E-1, E-2, EP-101, M-101, fx100, FA-101 dated 12/06/01) are to be used to clean the outside covers of books that are brought to two workstations in containers that are moved on carts. A description of the operation of these vacuum systems is included in this Request for Quotation. 1.1 REQUESTED SCHEDULE The vacuum systems are to be installed and turned over by September 30, 2002. The following are some key dates with respect to the purchase and installation of the vacuum systems: 1.11. Proposals Due August 15, 2002 1.12. Award of Order August 16, 2002 1.13 Delivery of system design August 29, 2002 1.14. Delivery of vacuum systems September 23, 2002 1.15. Test period for vacuum systems September 30, 2002 1.16. Training program for operators September 30, 2002 1.17. Completion and turn-over of complete system September 30, 2002 1.18 Warranty period One year from date of 1.17 2.0 SYSTEM DESCRIPTION The primary purpose of the vacuum systems covered by this RFQ is to allow Library operators to clean books, containers and other materials at an approximate rate of 4,000 books or book equivalents per day. After being cleaned, the books will be sorted at other stations by size, placed into special book boxes and transported to the Library of Congress Storage Facility at Fort Meade, Maryland. The two vacuum systems are be used continuously for one or more shifts per day for 5 days per week. The systems are to be capable of operation with simple control inputs from operators. 2.1 COMPONENTS There are to be two independent duplicate HEPA vacuum systems, which are each to consist of the following major components: Each system is to include a 48 inches long by 30 inches deep work station that is to be located as shown on the drawing. Each workstation is to include a book cleaning device as well as a vacuum hose with the necessary valves so that either the book cleaning device or the vacuum hose can be used. The vacuum hoses are to be equipped with soft brushes of different types and shapes that are safe, compatible with, and useful for book cleaning operations. Brushes are to be easily removed and exchanged with new brushes as they become worn. Dust canisters are to be located on the floor level near the turbines. The two vacuum lines shall be installed from the turbines to the workstations located 25-35 feet away in a near-by room. Exhaust from the vacuum generators will be filtered through a HEPA filter before emptying into the room. Vacuum equipment shall be installed in accordance with approved drawings and must not encroach upon dedicated exit access-ways, aisles, or corridor or otherwise obstruct occupant egress. Noise generated by the system must not exceed OSHA's action level (in dB) and local standards. The system should be a quiet system that minimizes impact on staff in the room while working with the vacuum cleaning system. Heat build-up in work station area and room should be negligible. Noise dampening materials shall not lead to heat build-up or provide access and maintenance problems. The vendor shall provide the final operational decibel level at the work station and in the processing area and locker area next to the turbine room Each bench is to be equipped with a horizontal slot with a horizontal set of brushes and a vertical slot with a vertical brush so covers and tops of books can be cleaned simultaneously. By turning the books the equipment should be effective in cleaning all sides of the books. The vacuum slots should maximize the flow of the dirt into the vacuum system, rather than falling onto the table, or elsewhere. The benches should have the capability of being adjusted easily by a crank or electrically from a height of 30" to 42" above the floor. The vacuum lines at each workstation are to have adjustable bleed valves to allow for control of the amount of suction. The individual vacuum work stations are to be equipped with suction gauges mounted on the hose connections. There are to be individual low voltage controls at each workstation to actuate its vacuum generator. Two portable clear Lexan prefilter interceptors are to be provided to catch material that might be accidentally pulled off of valuable book covers. These units will be located at each of the stations where the books are handled. When the vacuum supply is connected to the device, valuable material, which is pulled from a book, is to be caught in the Lexan box where it can be seen and easily retrieved by the operator. 2.2 SYSTEM OPERATION The operator will place a container of books measuring 21" x 15" x 12" high on one side of the 48" wide bench and a similar empty container on the other side of the bench. The operator will then move books from the filled container to the work cleaning station and then to the empty container. When the full container has been emptied the container is to be cleaned with the vacuum hose and moved to the opposite side of the bench to become the container to be filled. The hose at the workstation is primarily intended for cleaning containers from which the dirty books have been removed although the hose may also be used for cleaning of books and other items. The hose should be counter weighted to aid in preventing ergonomic problems. 3.0 SPECIFIC SCOPE OF WORK Provide design for and provide the following components and services: 3.1. Pipe, fittings, joint materials, supports (overhead and wall), and appurtenances associated with this installation shall be of the highest quality used for such systems. Piping shall be rigid and pipe fittings shall be long radius. Hangers shall be of the highest quality and designed for use with the specific pipe materials provided. Installation of pipe, fittings and supports shall be preceded by the submittal of a coordinated drawing which indicates proposed dimensional location of all components, equipment, piping systems, including elevations. Drawings shall include definitive information with regard to hanger location and proposed method of attachment to the structure. No pipe, fittings, or hangers shall be installed until the submitted drawing is approved. Provide a flexible connections at each connection to equipment. 3.2. Two turbine vacuum generators designed for continuous operation. The vacuum generators are to be at least 4 horsepower with NEMA 1 starters with overload protection with 24-volt controls. Power supplied to the unit is to be 208 volts, 3 phase from a 60 amp 3 phase disconnect fused at 35 amps located within 4 feet of the turbine located in a separate room as identified in the approved drawings. Power to vendor-provided panel is to be run by the Architect of the Capitol.. The system must have permanent electrical disconnects. 3.3. The vacuum systems shall be three-stage HEPA systems with easy access for maintenance. The receptacles/dust pans should be 30 gallon capacity. 3.4. Two 48" wide by 30" deep work stations with crank or electrically adjustable work surfaces variable from 30" to 42" above finished floor. Work surfaces to be butcher block or solid maple sanded smooth and finished with a clear impervious, non-toxic, easy-to-clean acrylic finish that provides a low friction surface over which to slide books. 3.5. Two 10 foot (1.25" diameter) flexible hose assemblies with overhead tension support with ball valves for air control and micro switches mounted on the nozzle. (One per workstation) 3.6. Each workstation is to be equipped with a vacuum tool kit with round and straight soft brushes. 3.7. Each workstation is to be equipped with a vacuum gauge at the hose station. 3.8. Two portable pre-vacuum system interceptors are to be provided at the worktables for use in special cases. Containers are to be clear Lexan with an O-ring vacuum seal. 3.9. Overall System Specifications: Vacuum rating 8.1 Hg" Flow rate 200 CFM Filter Efficiency 99.97%@ 3 micron Filter area (filter with shaker assembly) 13 S.F. Inlet connections 2" Dust pan capacity 30 gallons Voltage 208 volts, 3 phase, 60 cycle 4. DELIVERABLES 4.0. Work is to include design with additional detail for installation, delivery, installation and commissioning of complete system. Equipment is to be installed in the Loading Dock Processing Area (LDPA), which is in the Library of Congress's Jefferson Building in Washington, D.C. All plans, installation and equipment are subject to review and final testing and acceptance. 4.1. Vendor to provide descriptive operating and service manuals along with instructions to the operators at the time of commissioning. 4.2. Vendor to provide an approximate one-year supply of consumables such as brushes, filters, HEPA filters, and dust bags along with reordering information for these consumables. 4.3. Equipment to be warranted for 1 (one) year from completion and turn-over of complete system to the Library of Congress. The vendor must perform scheduled maintenance on the equipment during the one-year warranty period. Vendor must provide repair service within 24 hours, in case of equipment problem. 4.4 Vendor to provide plan for long term maintenance for system and approximate costs for usage planned by Library of Congress. 5.0 QUOTATION Your quotation is to provide the following: 5.1. Verification that system proposed and built includes all of the above requirements. If there are suggested alternates to the above scope of work they are to be quoted separately with specific descriptions of the differences between the alternate system proposed and these specifications. 5.2. Prices 5.21 Fee for system design 5.22 The vacuum system components FOB place of manufacture 5.23 Price for delivery of the vacuum system components to the Library's facility in Washington, D.C. 5.24 Price for installation of the vacuum system that includes book cleaning tables, and piping from the turbines to the book cleaning tables. 5.25 Total price for completely installed vacuum systems including all items listed above. 5.26 Prices for consumables including brushes, HEPA filters and dustbags. 5.27 Additions or reductions for alternates to the systems. 5.28 Pricing information should be submitted as a severable section of the proposal. 5.3 Schedule Provide your projected schedule based upon the requested schedule given in paragraph 1.1 above. Provide dates for the following: 5.3.1 Delivery of system design 5.3.2 Start of manufacture 5.3.3. Shipment to the site 5.3.4. Start of installation 5.3.5. Start of vacuum system on-site testing 5.3.6. Start of training for operators 5.3.7. Completion and turn-over of complete system 5.4 References List two installations of similar equipment together with the specifications of the equipment and the names, addresses and phone numbers of individuals at these locations, with whom we can discuss these systems. 6.0 Applicable Documents The Contractor shall be responsible for viewing the LDPA Drawings listed in section 1.0 General, of this Statement of Work and submitted as an attachment to this document. 7.0 Proposal Due Date Proposals are due on or prior to August 15, 2002. Proposals must be in writing and shall be submitted to the following address: Library of Congress Contracts Services 101 Independence Avenue, S.E. LA 325 Washington, D.C. 20540 The RFQ number must be printed in bold letters/numbers on the outside envelope or exterior wrapping.. 7.0 EVALUATION FACTORS The acceptability of the technical quotation will be evaluated with respect to four (4) major factors. The technical quotation will be weighed more than the cost quotation; and when the technical quotations are rated as relatively equal in technical merit, cost will increase in importance. Factor 1 Prior demonstrated experience, successful past performance, and demonstrated capabilities with similar vacuum systems used to clean items efficiently and safely. (35 points) Factor 2 Demonstrated understanding of LOC project goals, methodology and technology and knowledgeable approach to executing the tasks required by this solicitation as shown by the merits of a comprehensive, thorough and well organized plan that fulfills the statement of work. (20 points) Factor 3 Experience of proposed human resources/key personnel (15 points) Factor 4 Managerial and organizational capabilities and proposed plan for project management within the time frame (15 points) Factor 5 Cost (15 points)
