- Description
- NASA/GSFC plans to issue Request for Offer (RFO)56648-242 for a prototype antenna, digital receiver, and phase and amplitude control systems for the L-Band Scatterometer scientific investigation. The Scatterometer is an aircraft instrument that will work with the existing L-Band Electronic Scanned Thinned Array Radiometers (ESTAR) and ESTAR 2-D. The antenna shall operate at 1.26 GHz with control circuits to beamform in 2 degree increments selected in the +/- 50 degree cross-track scan angle range, The digital receiver must be equipped with Programmable Logic Devices (PLDs) that can accept Scatterometer and ESTAR functionality requirements. This will develop a more complete data product for studying soil moisture and sea surface salinity. The long term objective is to combine the ESTAR capabilities and this Scatterometer into RadSTAR to provide optimum capabilities using a common set of hardware, without mechanical scanning, leading to future space borne missions. NASA/GSFC intends to purchase the items from ProSensing, Inc. of Amherst, MA pursuant to the authority of 10 U.S.C. 2304 (c)(1) Only One Responsible Source. ProSensing was awarded a NASA grant to determine the feasibility of the Scatterometer and this firm has been selected to continue the instrument into the prototype phase. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 16, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
