Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for two Capstone Suites which includes a GPS receiver, (GX-60), a multi-function display (MX-20), a Universal Access Transceiver (UAT) data link, and associated antennas, cables and accessories. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from UPS Aviation Technologies, Inc., as the only source who can meet agency requirements. The NASA General Aviation Synthetic Vision Systems (SVS) Project currently uses Capstone Suite for flight testing and another MX-20 for installation in the General Aviation Workstation for synergistic flight tests/simulation. The proposed purchase will be installed in other NASA aircraft to support synergistic experiments incorporating traffic symbology development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 9, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
