- s Division of Cancer Treatment and Diagnosis (DCTD) is seeking an organization to provide assistance in specific areas of its extramural Program, with particular emphasis on the functions of the network of action/decision points committees which guide the progression of potentially useful anticancer and anti-AIDS agents through the entire preclinical drug discovery and development process. The activities of the DTP Program extend from the acquisition and input of new natural and synthetic materials into the system through the initial and secondary evaluations and subsequent preclinical development phases leading to approval for Phase I clinical trials. The scientific disciplines involved include chemistry, biology, pharmacology, toxicology and the pharmaceutical sciences, and technical expertise in the management of computerized databases. The contractor will have access to proprietary information on compounds acquired by the NCI and the contractor shall be required to treat all information obtained under this contract as strictly confidential. The Government will provide the contractor with guidelines governing this requirement. Office space for staff and files provided by the contractor shall be within one hour travel time by private automobile from the DTP offices in order to be readily accessible on demand within a working day. Since this contract involves the use of information on commercially, confidential compounds, pharmaceutical and chemical companies are excluded from participating. A pharmaceutical or chemical company is defined as an organization which sells drugs and/or chemicals to the general public for profit. It is anticipated that one cost-reimbursement term (level-of-effort) type contract will be awarded for a five-year period of performance with incremental funding each year. Offerors will be invited to submit proposals for 10,100 direct labor hours for Year 1 and 12,000 direct labor hours annually for Years 2 through 5. The proposed contract project represents a recompetition of Contract N02-CM-87011 (Nova Research Company). All responsible offerors will be considered. The solicitation is scheduled for release on or about February 13, 2002. The proposals will be due approximately 30 days following the actual date of RFP issuance. This is a 100% small business set-aside under NAICS #541690, with a size standard of $5 Million (see Note 1).
