- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in sub-part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation F02601-02-T0127 is being issued as a request for quotation. (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 2001-08. (IV) This requirement is being synopsized as a small business set-aside under North American industry classification system code 611691, standard industrial classification code 8299, size standard is $5 million. SERVICES TO BE ACQUIRED: (V) Test Administrator for the Base Training and Education Services Flight. Period of Contract is 1 October 2002 to 30 September 2003. The Requesting Office's recommended frequency for scheduled service is anticipated to be four to five times per week increasing depending on student demand. Calls for service will be made at least 14 days prior to desired testing session which requires at least five students. Qualifications: A baccalaureate degree from a regionally accredited American college or university is required. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with standardized educational and military testing rograms is highly desirable. Knowledge of/experience with Air Force terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is desirable. The government reserves the right to award to the "other than low" offeror, if it is in the Government's best interest. (VIII) Provision 52.212-1 Instructions to Offerors- Commercial Items applies. (X) Offerors are required to submit a completed copy of 52.212-3 Offerors Representations and Certifications- Commercial Items with its offer. (XI) Clause 52.212-4 Contract Terms and Conditions- Commercial Items and any addenda the clause applies to this acquisition. (XII) Clause 52.212-5 Contract Terms and Conditions Require to Implement Statutes or Executive Orders-Commercial Items applies to the award document. (XVI) Quotations are due to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, by 9 August 2002, 1500 hrs local time. Arrange this with the POCs listed in XVII.
