- Solicitation N8290020208. Construct a comfort station facility and related utility system work at House of the Sun Visitor Center, Haleakala National Park, Maui, Hawaii. The National Park Service requires one single firm, fixed-price construction contract, consisting of: Selective demolition and the renovation of the existing single story comfort station structure of approximately 560 square feet; New construction of a single story comfort station building of approximately 1,280 square feet; Related site utility work and sidewalk improvements at the comfort station buildings; Selective demolition and rehabilitation of the existing single story Visitors' Building for park personnel restroom facilities of approximately 150 square feet. Contractor Shall mobilize for a construction start date of November 1, 2002 and ending date of June 30, 2003. Contract period is critically affected by the following restrictions due to natural habitat sensitivity of native species: (1) 11/01/2002 to 02/15/2003, any type construction may take place; (2) 02/16/2003 TO 04/15/2003 only light ground disturbing vibrations can be allowed; (3) 04/16/2003 to 08/15/2003 absolutely NO ground vibrations can take place. This is a "Best Value" procurement requiring offerors to submit (A) technical proposal and (B) price proposal. The Technical Proposal (A) shall consist of the contractor's (1) technical capabilities, and (2) past performance, each given equal emphasis. The Technical Proposal (A), when considered with the Price Proposal (B) are equal in importance. Offeror must provide written support with verifiable references in order to (1) demonstrate experience performing heavy construction in habitat-sensitive environments; (2) demonstatrate experience in the successful development, implementation and maintenance of detailed, critical path scheduling of essential construction tasks; (3) demonstrate experience in wastewater and restroom construction; and (4) demonstrate experience working in remote areas with harsh weather conditions. The NAICS code for this project is 234990 and the small business size standard is $28.5 million. In accordance with FAR Subpart 36.204, the price range for this contract is between $1,000,000 and $5,000,000. Pursuant to Public Law 100-656, this procurement is unrestricted inviting full and open competition. The National Park Service welcomes and encourages the participation of small, disadvantaged, and women owned business enterprises. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation when posted on electronic commerce. Electronic posting of the solicitation package with drawings and narrative files will occur on or about Aug 19, 2002 at www.fedbizops.gov.
