- Description
- The Centers for Medicare and Medicaid Services (CMS), intends to award on a sole source basis, under the Simplified Acquisition Procedure (Dollar Threshold of $100,000), a firm fixed price, award to Mississippi Medicaid Agency, Office of the Governor, Division of Medicaid, Robert E. Lee Bldg, Suite 801, 239 N. Lamar Street, Jackson, MS 39201-1399. The acquisition is for the Historically Black Colleges and Universities (HBCUs) Initiative Health Care Services Project. The Mississippi Medicaid Agency shall contract with a HBCU to increase awareness of HIV prevention among Medicaid beneficiaries, specifically, African American women in rural areas. The designated areas will be determined by the State agency or in collaboration with the Regional Office. The subcontractor will identify employees and students that meet the Mississippi State Department of Health course requirements or are certified HIV/AIDS instructor for the American Red Cross (ARC) to participate in the proposed outreach activities. State personnel from the Division of Medicaid will train the subcontractor employees on how to communicate information to the targeted population and make referrals as necessary. The training will include the dissemination of HIV prevention information and the other pertinent preventive services informational materials, such as resource lists, testing and treatment information, etc. The Contractor will develop, in conjunction with CMS, an implementation plan for targeted outreach. The Contractor shall participate in monthly progress calls with CMS and submit quarterly reports on the current outreach activities. The Contractor shall complete a self-assessment in conjunction with CMS to evaluate the effectiveness of the outreach effort during the spring of 2003. The Contractor shall submit to CMS, approximately one year from the contract date, a summary report of the effectiveness of the targeted outreach activities including a process and outcomes evaluation. In continuation of a small pilot effort conducted over the past three years. With a very small amount of funding, the State in partnership with the HCBUs were able to have an impact on education and access to services for the targeted communities. The State was chosen due to the dismal health statistics among the poor rural communities in the State, particularly among African Americans. The HBCUs have an established presence in racial and ethnic communities. They have access to their respective communities that other organizations do not. These institutions have the cultural competence and sensitivity to develop materials and delivery processes that will make connections within their respective communities. All responsible sources may submit capability statements in consideration to the Agency at the above address.
