- Description
- The Centers for Medicare and Medicaid Services (CMS), intends to award on a sole source basis, under the Simplified Acquisition Procedure (Dollar Threshold of $100,000), a firm fixed price, award to South Carolina Medicaid Agency, Department of Health and Human Services, 1801 Main Street, Columbia, SC 29202-8206. The acquisition is for the Historically Black Colleges and Universities (HBCUs) Initiative Health Care Services Project. The South Carolina State Medicaid Agency shall contract with the Voorhees and Morris Colleges to conduct Medicaid outreach activities in the rural areas surrounding and including the towns of Denmark and Sumter to increase awareness of the Medicare Savings Program and the South Carolina Children?s Health Insurance Program. State personnel from the Bureau of Program Support and the Bureau of Senior Services will train students and faculty coordinators. This training will include how to communicate with and refer families to appropriate agencies when necessary and instructions on how to complete the SCHIP applications. The Contractor will develop, in conjunction with CMS, an implementation plan for targeted outreach. After 30-day period, which may be extended by the Contractor with CMS approval, the State will analyze the SCHIP and dual eligible enrollment trends in the targeted communities. The State will demonstrate, the effect on enrollment, which is attributable to the targeted enrollment effort. The Contractor shall participate in monthly progress calls with CMS and submit quarterly reports on the current outreach activities. The Contractor shall complete a self-assessment in conjunction with CMS to evaluate the effectiveness of the outreach effort during the spring of 2003. The Contractor shall submit to CMS, approximately one year from the contract date, a summary report of the effectiveness of the targeted outreach activities including a process and outcomes evaluation. In continuation of a small pilot effort conducted over the past three years. With a very small amount of funding, the State in partnership with the HCBUs were able to have an impact on education and access to services for the targeted communities. The State was chosen due to the dismal health statistics among the poor rural communities in the State, particularly among African Americans. The HBCUs have an established presence in racial and ethnic communities. They have access to their respective communities that other organizations do not. These institutions have the cultural competence and sensitivity to develop materials and delivery processes that will make connections within their respective communities. All responsible sources may submit capability statements in consideration to the Agency at the above address.
