Description
1. Under Section C-1, item 5 (provide data on individual patients by diagnosis and site of infection) and item 6 (correlate resistance with drug utilization), should an offeror's proposal include methods and costs to provide these services? If an offeror is capable of providing the services, then the methods and costs associated with those services should be provided. 2. Under Section C-1, item 7 (provide data from all major census tract regions in the U.S.), if an offeror submits a proposal that covers a city, for example, inclusive of 6-10 healthcare facilities, that geographically span the city, is that sufficient for this proposal? How does the FDA envision a contractor that can provide data from all major census tract regions in the US? Item 7 is reworded to read: Provide data from major census tract regions in the U.S. or from a variety of sites serving a range of patient populations in one geographical area. Section M-2, Technical Evaluation Criteria, sub-criterion Extent of Geographic Coverage within the U.S. is further defined to include: Collecting information from a variety of sites serving a range of patient populations in one geographical area would be an alternative to geographical diversity. Although the extent of geographical coverage is a factor that is considered in the overall evaluation, it is not essential that the contractor be able to provide data from all major geographic census tract regions. A proposal that covers a smaller region (e.g., one large city) could be acceptable, especially if the quality and specificity of the data are high. All factors contributing to the quality of the data, as defined in the RFP, will be considered in awarding the contract. 3. The response date for proposals is August 19, 2002 at 2:00pm local time.
