Description
The Administration for Children and Families, Administration on Children Youth and Families(ACYF) through the Division of Acquisition Management, Program Support Center, intends to award a twelve (12) month sole source simplified acquisition to Kimberly J. Mielcarek, 1103B 6th Street, NW, Washington, DC 20001. The purpose of this simplified acquisition is to provide consulting services to assist ACYF in performing program analysis of Head Start Data. The Head Start Bureau as a part of President Bushs Early Childhood Initiative-Good Start, Grow Smart is implementing several new projects. As a result of this initiative, the Head Start Bureau is undertaking various, detail-oriented measures with very tight timelines, which will cause an increase in demands from programs and workload necessitating an increase in daily task completions in order to fulfill Head Start statutory obligations to promote school readiness and professional development in all local programs. The Head Start Bureau requires the assistance of a person with knowledge of Head Start Practices and Program Standards to help in the development and implementation of statutory initiatives. The person must have the ability to coordinate work on these projects between the Associate Commissioner?s Office, Head Start programs and technical assistance centers on behalf of the Associate Commissioner, as well as other agencies acting in conjunction with Head Start to ensure new initiatives are understood and carried out within the scope of their design. Closing date is August 16, 2002. This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUESTS FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer will proceed with the award to Kimberly J. Mielcarek.
