Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to procure supporting hardware and software to upgrade the Main Propulsion Control and Monitoring System (MPCMS) Console used to train Electricians stationed onboard the 378? WHEC Coast Guard cutters. The upgrade will consist of adding parameters to Woodward Industrial?s MicroNet? software to simulate various troubleshooting exercises during training sessions. Woodward Industrial is the Original Equipment Manufacturer of the MicroNet? system, therefore it is the Government?s belief that only Woodward Governor can accomplish the required upgrades. All technical and engineering data required to successfully upgrade this system is proprietary information to Woodward Governor, therefore it is believed that this nonavailability of technical data precludes the U.S. Coast Guard from obtaining competition. It is intended to award a sole-source purchase order to Woodward Industrial no later than 15 August 2002. However, other sources may submit information detailing their capabilities to provide the required upgrades. This information must include (1) complete and current engineering data to demonstrate the referenced control system was successfully manufactured and/or upgraded (i.e., salient physical, functional, and serviceability characteristics of all components involved), or (2) data that the offered system has been satisfactorily manufactured and/or upgraded for the Government or the OEM. This information MUST BE RECEIVED IN THIS OFFICE WITHIN 15 CALENDAR DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Information received after this deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order, but will qualify the prosper for follow in acquisitions. The Government does NOT intend to pay for information solicited. See Numbered Notes 22 and 26. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302. The following statement is for information purposes only: ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBE's)! The Department of Transportation (DOT), Short Term Lending Program (STLP), offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
