Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F26600-02-Q-B040 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The NAICS code for this solicitation is 339920. The size standard for a small business under this NAICS code is one that is equal to or less than 500 employees. This Request for Quotation is being submitted as an unrestricted solicitation open to both large and small businesses. This is a commercial purchase. Contractor?s quotes shall include pricing for the following line items; 0001- Construct white fences (8' X 13') for two garden areas using durawood or equal recycled plastic. 0002- Install already purchased white retaining wall around sand area on playground using durawood or equal recycled plastic. 0003 - Provide, ship and assemble the following: play equipment for play area 6,660 sq ft); remove play equipment already in place and haul away; play unit per drawing (call contracting office for a FAXed copy); construct 6' X 6' deck at 48 inches high; 4' X 4' deck at 42 inches high; Two 4' X 4' decks at 36 inches high; 1 set of step decks; 1 ADA transfer deck; One 2' X 3' deck at 42 inches high; 1 ramp with rubberized surface; 1 tube slide 90% turn 24 inches; 1 curve slide; One 4' wall; Two 6' play house walls; 3 steering wheels; 1 crawl tube under deck; and 3 play panels. All equipment is to meet CPSC guidelines; Durawood or equal is used to construct play equipment; deck framing is made of 2X6 material; decking is ? tongue and grove so there are not gaps between boards; posts are to be 4X4 or larger where needed; slides are to be one piece; tube slides are to have no outward flanges; pickets are to be made of ? X 4 ? inch material; top and bottom rails are to be 2X4 material; lags are to be countersunk; and NO NAILS are to be used in any part of the play structure. 0004 - Travel and installation of playground materials. Quotes should be in the following format; price for each line item independently and price for combined line items. If a site visit is needed please contact the contract specialist to make arrangements. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. FAR provision 52.212-2, Evaluation-Commercial Items, is also applicable. The following factor will be used to evaluate the offer: Price. In addition to the price list, offerors shall submit with their offer a copy of their specifications, list of materials and picture or drawing of proposed equipment and completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I. All contractors must be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in CCR will make an offeror ineligible for award. Wage Determination 94-2331 Rev 19, dated 22 May 2002 applies to this solicitation. Information concerning clauses and provision incorporated by reference may be obtained at hhtp://farsite.hill.af.mil. A copy of the wage determination, and the Representations and Certifications are attached to this notice at the FedBizOps website at www.eps.gov. Quotes are due on or before 4:30 p.m., Pacific Daylight Time, on 23 August 2002.
