Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number NAB020116 applies and is issued as an Invitation for Bid (IFB) for the following requirement: The Bureau of Land Management's National Wild Horse and Burrow Facility has a requirement for 2400 tons of alfalfa hay to be delivered to the Palamino Valley Center(PVC), Sparks, NV. This order is to be delivered in two (2) deliveries: The first delivery of 1200 tons beginning the week of October 15, 2002; and, the second delivery of 1200 tons beginning the week of November 1, 2002. The hay must be ALFALFA from the 2002 crop 2nd cutting in accordance with the following specifications: (a) Domestically grown; (b) Sun-cured with no moisture damage, no heating. Properly stored and cured; (c) The hay shall consist of alfalfa, with no more than 5% grass being allowable; (d) Free of mold, dust, Russian thistle or prickly herb, cheat grass, foxtails, corn stalks, bearded grain, and other long awns (spike lets), and any other weed or grass not considered healthy forage for domestic animals; (e) Free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e. wire, nails, or other debris); (f) Hay shall be cut with a crimper and bailed with 3-strands of wire, or 3-strands of RAT and rot-proof twine; (g) Bales shall be delivered direct from field or barns via clean vehicles not used for transport of livestock; (h) Round bales, bales less than 100 pounds, or bales exceeding 140 pounds are not permissible; (i) Bales shall be uniform in length; ragged bales will not be accepted; (j) Bales with loose wire/twine or broken bales will not be accepted; (k) Bales shall not be rain damaged nor consist of bales that have been on top or bottom of stacks which have been stored outside; (l) Hay shall be delivered to the Palomino Valley Center at the National Wild Horse and Burrow Facility, 15780 State Road #445 Reno, NV, 89510 Monday through Friday, 7:45 a.m. through 4:30 p.m., Federal Holidays excluded. Delivery and off-loading to be included in unit price. The Contractor shall be responsible for unloading and stacking the hay bales under the hay shed and in other designated areas at the PVC. The bales shall be stacked not less than 8 tiers high or more than 13 tiers high. All bales placed on the ground need to be on edge to reduce hay loss ; (m) Each load must be accompanied by a certified weight slip; (n) A variation in quantity of +/- 3% permitted. The proposed effort will be awarded as a firm-fixed price contract to the offeror who submits the lowest-priced bid. This procurement is 100% set-aside for small business concerns under NAICS code 111940, subject to the small business size standard of $.5 Million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The following clauses and provisions can be accessed at www.arnet.gov and are applicable to this procurement: 52.211-6; 52.211-16; 52.212-1; 52.212-3 (this provision must be filled in completely and submitted with your offer); 52.212-4; 52.212-5 incorporating 52.203-6 (Alternate I, 52.219-8, 52.219-14, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232.34; 52.214-1; 52.214-3 through; 52.214-7; 52.214-9; 52.214-10; 52.214-12; 52.214-15; 52.214-29; and 52.214-31. Bids may be submitted via the mail, facsimile, or preferably through electronic submission. Bids are due at the same time regardless of the method of submittal, and shall be submitted by no later than 2:00 p.m. Mountain Standard Time on 22 August 2002.
