Description
POC: Tangee Brookie, U. S. Geological Survey, Box 25046, MS-204A, Denver, CO 80225, e-mail: tbrookie@usgs.gov The U. S. Geological Survey, National Training Center, Leadership Development Program, has a requirement for evaluating the effectiveness of its program and understand how a leadership-centered culture is diffusing through the organization. The USGS Strategic Plan sets a goal to foster visionary leadership and outlines an implementation plan to establish a bureau-wide Leadership Development Program and to measure its success. The Plan focuses on some traditional measurement tools used in evaluation theory; however, organization capabilities and adoption questions that can help the USGS improve the overall leadership program in the future are not fully addressed. The combination of evaluation and diffusion theory is necessary to provide an outstanding basis for measuring the leadership program's impact and potential in reaching that goal. The combined power of evaluation theory and diffusion theory are needed to address the role of knowledge, learning, and cultural inculcation to enhance the capabilities of individual people and the organization they inhabit. A Dillman-style survey design methodology will be used to get before-and-after parallel samples, treatment-and-control comparisons, 360-degree panel studies, and paired samples to investigate the efficacy of mentoring activities. Working knowledge of the USGS Leadership Development Program and the USGS measurement approach for strategic change issues is required along with knowledge, experience, and published reports applying diffusion theory in social sciences. Based on information available at this time, and in accordance with 41 U.S.C. 253(1), implemented by FAR 6.302-1, the Government considers the services specified as a sole source from Walden Consulting, 843 Burg St., Grantville, OH, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Numbered Note 22.
