- Description
- NASA/ARC plans to issue a Request for Quotation (RFQ) for purchase of a Boeing Flight Deck System, which includes dual side-by-side, open cockpit with dual controls (modeled after the Boeing-777.) This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the Boeing Flight Deck from Flight Link Inc, 275 Fairchild Ave, Suite 100B, Chico, CA 95973. Flight Link has proprietary rudder pedals design that accurately presents pressure gradient and travel forces found in the B-777 aircraft. Flight Link created the simulator flight controls (hardware and electronics) that are used by Boeing to develop the software for their B-777 full motion simulators. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. Flight Link is the only known supplier for the Boeing Flight Deck System that will potentially meet the very challenging requirements in high-resolution display technology that is critical to our research and development goals. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on 8/12/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer that shall be considered by the agency. An Ombudsman has been appointed.
